About Fistula Care Plus Project:
EngenderHealth Uganda received an award (cooperative agreement) by USAID for a Fistula Care plus project whose objective is to strengthen health system capacity for fistula prevention, detection, treatment and reintegration. The project will strengthen environments to enable for fistula prevention and treatment, increase community awareness and support for women and girls with fistula, reduce barriers to accessing prevention, detection, and care, and improve the evidence base for approaches to improve fistula care in the districts of Hoima, Masaka, Kalungu and Kasese.

Job Summary: The Program Associate – Community Engagement will be responsible for supporting the coordination and implementation of community engagement, counseling, communication and reintegration activities to support Fistula prevention, treatment and care for EngenderHealth.

Key Duties & Responsibilities:

=Manage the creation and adaption of relevant communication materials for Fistula Care plus Project.
=The Project Associate will also be responsible for dissemination of materials to appropriate audiences; monitoring and evaluating their use.
=Lead the advocacy, communication and reintegration activities of Fistula Care Project at the district and national level including providing guidance to development of materials to support these activities.
=Offer support the Senior Medical Associate to conduct quality improvement activities of EngenderHealth supported activities and all clinical aspects of EngenderHealth’s work
=Monitor, evaluate and support partners’ community mobilization activities to prevent fistula and increase access to fistula supported sites.
=In collaboration with MAP technical staff, design implement, monitor and evaluate Men and Partners activities within the context of community engagement in fistula.
=In collaboration with the project team, work on design, implementation and monitoring of fistula reintegration programming.
=Coordinate and strengthen counseling activities at partner sites through organization of counseling training and dissemination of counseling tools.
=Collaborate with relevant technical and administrative staff in Uganda, New York and elsewhere.
=Mentor and supervise relevant staff in Uganda Country Office on assigned tasks.
=Participate in dissemination and training activities of EH in the country, region and at international meetings.
=Ensure that lessons learned and potential best practices from activities mentioned above are well documented and disseminated.
=Where appropriate, represent EngenderHealth at relevant meetings with donors, implementing partners and other external audiences in the country.

Qualifications, Skills & Experience:

=The Program Associate – Community Engagement must possess a Graduate degree in Public Health or a related field

Key Duties & Responsibilities:
1. Project Management and Coordination:
=Offer overall leadership in managing and coordinating the implementation of emergency response activities according to the project implementation and organization standards.

=Manage, supervise and build capacity of staff in project development, management and implementation of WASH activities and any other emergency response interventions.

5. Project Development:
=Provide overall leadership, management and guidance to the development of project designs, Concepts and fundable proposals for WASH activities e.g. ECHO proposal writing for World Vision Finland (FPA holder), specifically coordinate subsequent  assessments for WV Finland and Proposal writing
=Conduct project assessments as may be required
=Build, mentor and guide staff in design and development of projects on emergency response.
=Review emergency response project documents and align them to DRR standards.

6. Advocacy, Networking and Influencing:

=Actively participate in coordination meetings at national, cluster and camp levels.
=Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation of emergency activities.
=Facilitate the integration of Advocacy and justice for children in emergency response interventions.
=Develop a data base of strategic networks and partnerships for advocacy within and outside the settlement

7. Child Protection:
=Ensure compliance to the child protection policy in all project interventions in accordance to the UNHCR Guidelines and WVU Child Protection policy

• Participate in advocating and lobbying for the interests of AFAAS at national, regional and international levels including developing materials for AFAAS promotion, visibility and public relations;
• Perform any other duties as might be assigned by Executive Director from time to time.

Qualifications, Skills and Experience:

• The Programmes Officer must hold a good master’s degree in Agricultural Sciences (Agricultural Extension, Agronomy, Economics, Rural development) or related Social Sciences with post-graduate qualifications relevant to project planning and management or institutional development. PhD degree shall be an added advantage.
• Comprehensive  understanding of the institutional developments and emerging paradigms in agricultural innovation systems, CAADP processes and FAAP principles with extensive understanding of the AFAAS structures
• A minimum of seven years’ professional experience in Agricultural research and  Development with focus to institutional development, networking, and participatory approaches, joint management and gender issues;
• Prior experience of donor compliance mechanisms and Programme Management cycle
• Excellent communication skills and a track record that shows ability to facilitate and coordinate teamwork and to interact with stakeholders at regional and international levels
• Possess the ability to work effectively in a multi-cultural environment;

About PREFA:
Protecting Families against HIV/AIDS (PREFA) is an indigenous Ugandan Non-Governmental Organization (NGO) with a historical focus on Prevention of Mother-to-Child Transmission (PMTCT). In preparation for its three year CSF funded project, “Reduction of New HIV Infections through Enhanced Community Engagement in Combination HIV Prevention in Arua District.”

Job Summary: The project officer – technical will support the project coordinator in the design and implementation of PREFA activities in Arua district to ensure PREFA provides compatible data supportive of program and donor reporting requirements. In addition, s/he will report the status of the project and promote capacity strengthening through mentoring and training in areas related to HIV/AIDS prevention.

Key Duties & Responsibilities:

Work closely with the project coordinator and project officer M&E to design and implement field activities associated with Combination HIV/AIDS prevention.
Support in the preparation of detailed implementation plans (DIP) consistent with the project objectives and expected outputs.
Mentor VHTs and other persons in the community on Combination HIV/AIDS prevention strategies and project goals and objectives to increase uptake.
Increase number of clients identified in the community accessing services at health facilities.
Participate in the establishment, registration and supervision of CBOs that will implement project activities in Arua.
Participate in the formulation of IEC materials, media messages and radio shows for HIV/AIDS prevention in the project area.
Continuously update and document performance indicators for monitoring community activities.
Facilitate meetings at different levels of the community according to the DIP and convey the findings and minutes to the Project Coordinator.

Qualifications, Skills & Experience:

The applicant should possess hold a degree in development studies, social sciences, social work, and any other relevant discipline.
Additional training in Counseling is desirable.
A diploma in a medical field; Nursing, Clinical officer with experience in project planning and implementation is an added advantage.
Prior working experience in the management of HIV/AIDS care at community level, preferably in an NGO
Good community mobilization skills.
Knowledge of designing IEC instruments and implementing community mobilization interventions
Good understanding of current issues and developments in the field of HIV/AIDS, especially PMTCT, VCT and ART

-Drafting terms of references and work specifications and overseeing all contractors’ work;
-Monitor events as determined in the project monitoring schedule plan, and update the plan as required;
-Manage requests for the provision of financial resources by UNDP, through advance of funds,  direct payments, or reimbursement using the FACE (Fund Authorisation and Certificate of
Expenditures);
-Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
-Be responsible for preparing and submitting financial reports to UNDP on a quarterly basis through the Director Finance of NEMA;
-Manage and monitor the project risks initially identified and submit new risks to the project board  for consideration and decision on possible actions if required; update the status of these risks by  maintaining the project risks log;
-Coordinate with UNDP and project partners to prepare mandatory reports that are part of the process of monitoring, evaluation and project budget in accordance with the requirements of (the) donor (s) specified in (the ) project document and / or when they are asked.
--Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard
-Perform regular progress reporting to NEMA for presentation to the project board as required
-Prepare the annual performance review report (APR)/Project implementation report (PIR), and submit the report to the project board and the outcome group;
-Prepare the annual work plan and quarterly plans for each year in accordance with UNDP guidelines,
-Update the Atlas Project Management module if external access is made available.
-Supervise the Project Finance and Administrative Assistant to ensure timely delivery financial reports required by UNDP
-Liaise with project focal persons in each district and Kidepo Conservation Area on implementation  of landscape level activities
-Liaise with relevant Government agency and donors/NGO’s on behalf of NEMA;
-Link with other GEF project Managers for purposes of sharing lessons learnt and good practices from implementing the project.

Qualifications, Skills and Experience:

-The applicant should hold a Masters degree in any of the following disciplines: Forestry, Wildlife management, Environmental Science and/or other related fields. Any other additional relevant qualifications are an added advantage.
-At least a minimum of ten (10) years working experience  in wildlife / forestry / biodiversity conservation and management in Uganda .Five (5) of which should be in Project/Programme Management.
-Working knowledge and experience with Government of Uganda Agencies is desirable
-Good understanding of GEF and UNDP finance and administrative procedures will be an added advantage
-Experience in managing multi-stakeholder develop Management projects
-Ability to administer budgets, supervise staff at all levels and interact with local stakeholders and Government officials

Job Summary:

The Community Development Assistants will ensure quality and timely implementation of the FMNR project, while building momentum for a strong FMNR movement within respective districts.

Key Duties and Responsibilities:

1. Project implementation:

-Carry out the planning and preparation of TORs for all FMNR activities in consultation with relevant stakeholders and WVU staff.
-Budget and account for all funds that are needed for FMNR activities in line with the agreed upon work plan and budget.
-With support from the district technical team, implement all FMNR activities in a timely manner and according to the work plan.
-Support ICRAF staff to implement FMNR activities within the district.
-In collaboration with Design, Monitoring and Evaluation team, ensure proper semi- annual and annual assessments of FMNR activities and that all the M & E findings/ recommendations are incorporated in the subsequent  project designs;
-Participate in quality review, national level events and capacity building meetings;
-Advise the project coordinator of quality assurance issues regarding the FMNR project within the district

2. Mobilisation and awareness creation:

-Mobilize district and sub county officers in relevant offices to participate in sensitization and training of communities as well as supporting FMNR interventions
-Create awareness among leaders of different categories at different levels about FMNR i.e. politicians, local leaders, traditional leaders and elders etc
-Mobilizing the different community groups and members (men, women, youth, children etc) for trainings and sensitization meetings
-Using media like radio and print media, reach as many people as possible with the message of FMNR

3. Capacity building and training:

Mobilizing and training groups on the Farmer field school (FFS) methodology and facilitating FMNR related FFSs to be formed.
-Building the capacity of teachers and head teachers on the FMNR methodology with the aim of introducing it to the pupils/students
-Conducting training for NGOs, CBOs and WVUganda staff within the district that may request for it.
-Conducting refresher trainings and carry out follow ups on a monthly basis for community FMNR champions to provide technical backstopping.

4. Engagement and networking:

-Identify NGOs, CBOs and other civil society organizations carrying out related activities, creating out awareness about FMNR and seeking opportunities to network with them.
-Overall be the point of contact for consultation on issues to do with FMNR and related issues within the district
--Work with related district departments and agencies e.g. NAADS, Natural resource and Agriculture departments as well as NGOs dealing with food security, environment and Climate Issues to introduce complimentary activities (e.g. Soil fertility management,  Soil erosion and or flood control etc. ) on sites where FMNR is being practiced.

5. Advocacy:

-Initiate advocacy for ordinances and byelaws favorable to spread of FMNR. Where they exist, lobby for their enforcement and where they are nonexistent advocate for their formulation.
-Establish linkages with other organization who have similar advocacy initiatives.

6. Documentation and reporting:

-Ensure that success stories are documented and reported on a monthly basis
-Ensuring that for all demonstration sites, data on acreage, GPS coordinates, as well as baseline and progress photos are captured and well documented.
-Compile implementation reports on a monthly basis and submitting to the project coordinator with a copy to the line supervisor.
-Ensure quarterly, semi-annual and annual reports are compiled

Qualifications, Skills and Experience:

-The applicant should hold a University degree in; Environmental studies, Forestry, Agriculture, or a related field from a recognised University  with one year’s experience of working with rural communities OR A diploma in the above disciplines and three years’ experience of working with rural communities.
-Fluent in English language. Being able to communicate in local languages is a must.
-Computer literate, especially conversant with Ms Word, Power point and Excel.
-Demonstrated ability to engage stakeholders like; Local governments, Local leaders, politicians, NGOs etc
