Background
Catholic Relief Services (CRS) is part of the Consortium led by CARE Denmark including, Gulu Agricultural Development Company (GADC), Dynamic Agro-Pastoral Development Organisation (DADO) and SORUDA which was awarded to implement a three-year Development Initiative for Northern Uganda (DINU) program. The DINU, a Government of Uganda Program with support from European Union is designed to increase food security, improve maternal and child nutrition and enhance household income in the Karamoja Sub-region, and Katakwi District. It will be executed in ten (11) districts of Abim, Kotido, Karenga, Kaabong, Moroto, Amudat, Nakapiripirit, Nabilatuk, Napak, Kitgum and Katakwi. CRS will specifically implement in the five (5) South Karamoja districts of Moroto, Amudat, Nakapiripirit, Nabilatuk and Napak.
Summary
CRS DINU Program seeks to recruit and train 52 volunteer field agents from within the communities of Nakapiripirit, Nabilatuk, Amudat, Moroto and Napak to support in the implementation of DINU program field/community level activities by working directly with the Field Assistant, local community structures and community members in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable.. The volunteers will work with farmer households to address gender barriers to women’s equitable access to and control over household financial resources using CARE’s “Household Dialogues for Financial Empowerment of Women” methodology. Through a series of dialogues facilitated by the volunteers, household members will learn to analyse and challenge gender roles and power dynamics - leading to a change in how household financial resources and productive assets are used. The volunteers will be trained and supported with training materials and guidelines tailored to meet the capacity gaps of the beneficiaries. .

Roles and responsibilities
• The volunteers will support the DINU Program in community mobilization for the project interventions.
• Ensure the formation, training and performance of Y/VSLAs.
• Will support in the mobilization and monitoring of farmer groups, Community Animal Health workers, VHT members, MCGs, Lead Mothers, and facilitate establishment of VSLA groups.
• Conduct support supervision and coaching on management and savings and credit transaction handling.
• Assess and support in identification of VSLA groups ready for linkages with banks for credit and other agro-processors, input and produce buyers.
• Promote gender mainstreaming within the farmer groups.
• Provide feedback from our project community structures in relation to the Project interventions.
• Compile data provided at the community level as per project requirements and contribute to the preparation of reports.
• Coordinate communication and facilitate information sharing among the beneficiaries at the community level to assist in strengthening the community interest,
• Support in translation, in case of trainings at the field level, that may be conducted by CRS or district technical staff that are not knowledgeable in the local language.

Implementation period, location and numbers per district.
The volunteers will support the project from date of hire to September 2022.
They should be residents of the sub counties and parishes of implementation as shown in the table at the bottom. Applicants should provide a letter from the LC1 confirming location of residence.
Estimated Budget.
Each volunteer field agent will receive a Monthly Stipend.
Reporting.
The Field Agent will report to Field Assistant who will offer technical guidance on a day to day basis.

Basic Qualifications.
• A certificate in the field of Agriculture livelihoods or Nutrition or a Uganda Certificate of Education with experience in implementing livelihoods.
• Minimum of 1-2 years of work experience in community-based development work, ideally in the field of Agriculture, Village Savings and loaning associations for an NGO or CBO.
• Ability to communicate to communities and local leaders.
• Experience in writing basic reports.

• Strong written and verbal communication/written skills in English
• Strong written and spoken communication skills in Pokot or Nga karimojong are a MUST

Purpose of the position:
This position will focus on the Mayuge Ntd Elimination Project and assist with budget development & controls as well as reporting to donors & external stakeholders where applicable. The position holder plays a key role in generation of donor financial reports per donor templates.

Key Outputs/Responsibilities.
• Prepare and review financial vouchers, and allocate costs to all cost centres relating to key financial transactions.
• Carry out daily payments of cash and cheques/Mobile money systems to the respective payees and make weekly and monthly reviews of the cash operations balances and make necessary observations to confirm they are within the budgeted and Donor requirements
• Prepare and update all necessary books of accounts and ledgers such as the petty cash book, income/receipt book, cheque registers and cash flow forecasts, Procurements and Assets Registers in line with WVU financial manual.

• Carry out Bank / Project Financial dealings which involve cash withdrawals, deposits, Statements and transfers to Community in accordance to WVU and the Donor requirements. Oversee the rollout of the project data collection process at the community and health facility level
• Prepare, implement and monitor a consolidated and Sub-cost Annual Project Budget, make monthly and quarterly budgetary analysis; prepare project, Monthly, Quarterly and Annual Financial reports in Accordance with WV Financial policies and guidelines and KOCA Grants requirements.
• Carry out the daily Administration of the project such as Management of Project stores and assets, reviewing the project drivers days’ programs, drafting Suppliers’ small contracts
• Prepare complete & accurate project financial reports and grant specific reports on a monthly basis and share with project management teams by the 18th of every month and compile grant projects funding & forecasts.
• Undertake any other duties as assigned by the Project Manager/coordinator

Qualifications: Education/Knowledge/Technical Skills and Experience.
• A University education with a major in Accounting and part qualification in A.C.C.A, CPA or CIMA or equivalent.
• A minimum of three years’ post qualification experience, preferably within World Vision or KOICA-funded grants.
• Extensive Computer knowledge in Microsoft Excel, Word, PowerPoint, SUN Accounting and Access is required.

Purpose of the position:

• Carry out biannual and annual community situation assessment on key Water, Sanitation and parameters so as to identify areas for interventions for the Area Development Program assigned.
• Mobilized community members on six critical requirements to ensure ownership, operation and maintenance of the water source.
• Conduct field level monitoring of construction, usage and maintenance of existing WASH facilities ensure that every facility has a trained and functional management to sustain its service.
• Lead counterparts (Sub County Officials and partners) in identification, mobilization and sensitization of target communities to participate in WASH activities.
• Lead counterparts and partners (Health Assistant/CDO, church leaders, community and cultural leaders), in the hygiene and Sanitation promotion activities in target communities; using WV recommended approaches for the attainment of ODF communities & Schools.
• Implement hygiene promotion activities in schools to ensure adoption of hand washing practice among pupils, SHC led management of sanitation facilities, and acquisition of life skills in making reusable sanitary pads, liquid soap, pit covers and tippy taps.
• Conduct WASH promotion in health facilities in the respective APs, ensuring that the target health facilities meet WV WASH indicators and serve as a centre for learning for OPD and ANC clients.
• Conduct basic trainings and refresher trainings as well as extend guidance and technical support to the Community based Hygiene and sanitation Promotion structures e.g. S/C staff, Village Health Teams, Water Source Committees, Water Boards, Church leaders, COVAs etc.
• Implement activities in collaboration with S/C staff (HA)

Key Responsibilities
Effective Implementation of Ware house policies and procedures
• Ensure the effective implementation of the MS Uganda Warehouse Manual, including all policies and procedures

The Role

The role will support grant-funded project implementation, and will lead grant planning, reporting and donor audit at Marie Stopes while ensuring a close and collaborative working relationship with Project Implementation Leads and Directorates. The post is key in ensuring that Marie Stopes suffers no financial losses or damage to its reputation in the management of grants and to ensuring sustainability through securing new funding streams.
The Grants Manager works in a virtual Project Management team with key Finance, RME, Clinical Quality, Implementation Leads including Channel Heads and reports to the Grants Director. S/he is part of the Grants Directorate.
The overall purpose of the Grant Management Unit is the oversight and provision of proactive support in ensuring proper stewardship of Marie Stopes’ assets to achieve agreed strategy and long term financial sustainability.

Key Responsibilities
Project and Organizational Budgeting and Planning
• Lead budget compilation at the project proposal stage. Review budgets and assist with amendments and forecasts before submission to donors.
• Ensure that contribution to MS support/running costs is maximized in the development of project or funding proposals.


• Lead the phasing of project budgets and designing a pattern of project spends that aligns with approved delivery plans/milestones
• Take an active role in the development /incorporation of project and funder dimensions to the organizational budgets including annual business plans.
Grant Accounting & Management
• In liaison with the Director of Grants and the Finance Director, interact effectively with donors and LSO donor teams, regarding a variety of issues, such as budget revisions, income requests, donor compliance and project implementation progress.
• Translate project contracts into clear compliance requirements and deliverable deadlines including reporting deadlines.
• Monitor performance against Key Performance Indicators and against work plans to ensure projects are on track to meet donor and grant deliverables.
• Monitor actual expenditure against budget to ensure spend is in line with work plans.
• Analyze project transactions with Implementation Leads on a monthly basis to review coding to ensure spend is allowable, align activities with costs and identify actions required for potential over or under expenditure.
• Produce accurate and timely monthly comparative project reports that are circulated to Implementation Leads, the Grants Director and other relevant staff that alerts management of the progress of the projects.
• Coordinate inputs from Implementation Leads to produce high quality donor narrative reports that use donor compliant language.


• Organize and participate in monthly meetings with Implementation Leads to review monthly Project reports against budgets
• Alert the Finance Director to risks from over/under expenditure, late reporting, control weaknesses or non-compliance with other donor guidelines.
Donor Compliance
• Monitor project performance to ensure projects are on track against KPIs. This includes monitoring project deliverables, budgets, spend against budget, and appropriate coding and cost recovery against each grant and raising any areas of concern to the Director(s)
• Be familiar with relevant donor regulations and rules, as well as MSI policies and procedures, and ensure project implementation is compliant with these regulations, policies, and procedures
• Minimize disallowed expenditures and potential loses to MS through active monitoring of expenditure types, procurement processes, documentation and adherence to reporting deadlines
• Ensure compliance with the financial and other requirements of donors through monitoring and support visits to the field. Initiate internal audits as may be necessary.
• Oversight of an orderly and up to date filing system for all grant key documents including submitted funding proposals, donor agreements, budgets, log frames, narrative and financial reports, key donor correspondence.
Donor Reporting (Financial)
• Support Finance to prepare monthly, interim and final Financial Donor reports timely and accurately as per Donor reporting requirements with funders. Liaise with the Project Implementers on any issues that may arise promptly.
• Work with finance to ensure the integrity of financial donor reports by validating the coding of both income and expenditure transactions
• Provide variance analysis and narrative.
Donor Audits and Donor/Stakeholder Engagement
• Ensure that donor audits are properly scheduled and communicated in advance to the relevant staff including the Grants Director and Finance Director.
• Ensure proper planning of donor audits including the availability to the required documents and files prior to audits to minimize financial losses to MS as well as any damage to Marie Stopes reputation.
• Assist in preparing for Marie Stopes statutory audits particularly in the preparation of the necessary grants schedules with supporting documentations and reconciliation of all grants related accounts.
• Assist in preparing for donor engagement visits as required.
• Act as donor lead grants by participating in bi-weekly, monthly, quarterly and bi-annual donor and MSI London Support Office teams meetings as required. Regular liaison with MSI Donor Reporting Team/project accountants.
Training and Capacity building
• Work with Finance to facilitate finance workshops to build the grants management capacity of MS staff and understanding of Marie Stopes’ finance policies and procedures as they relate to project Management.
• Lead project start up meetings, mid-term review meetings and end of grant closure meetings to share learning and increase finance understanding of the milestones vis a vis Marie Stopes funded projects.
• Support the embedding and use of MSI Project Cycle Management Guidelines to institutionalize grant management capacity.
Staff Management and Development
• Direct supervision of the Grants Manager and Officers by managing and strengthening his/her capacity to ensure a responsive and well-organized grants department. (when need arises)
New Business Development
• Work with Director of Grants to identify and successfully capitalize on funding opportunities with major funders of local and international sexual and reproductive health programming.
• Research and analyze donor calls for funding applications including tenders, expressions of interest and requests for proposals. This includes identifying funding opportunities– either as a prime or subcontractor.
• Develop and write successful, high quality funding proposals and budgets as agreed by the Country Management Team (CMT)

JOB DETAILS:
The Role
Reporting to the Head Procurement & Logistics, the purpose of this role is to assist in the process that ensures that all procurement of goods and services in Marie Stopes across all activities and departments meets the standards of quality, quantity, time, price and place..

Key Responsibilities
1. Process Purchase Requisition Forms (PRFs) in to Purchase Orders using INFLOW and follow up with vendors for delivery.
2. Organizing and maintain computerized and hard copy procurement files according to established filing systems.
3. Verify invoices and delivery notes by ensuring that they tally with the Purchase Order.
Vendor Management Activities
• Maintain pre-qualified vendor database as authorized.
• Correspond with vendors regarding prices, product availability and delivery.
• Facilitate in product sample approvals by the respective user department where applicable.
Operational Procurement Activities
• Coordinate and schedule meetings with vendors.
• Perform procurement activities relating to review of completeness of PRFs and Request for Quotations (RFQs).
• Take minutes of procurement committee meetings.
• Respond to queries directed to procurement and logistics and escalate where necessary
• Update the weekly procurement tracker and share to all MSIU staff
• Coordinate dispatch of supplies to the warehouse and/or to user departments
• Compile Monthly procurement reports on the following;- PRF’s received, Processing Time for PRF’s, Purchase Orders Issued, Savings made,
• Ensure Compliance to MSI procurement policies and procedures
• Ensure that Value for Money is achieved in all procurements handled through aggressive negotiations, ensuring that goods / services procured are fit for purpose.
• Timely processing of PRF’s received from user departments
• On Time and In Full delivery of goods and services procured.
• Maintain good relationships with both internal and external stakeholders
• Process supplier invoices, ensuring that right and complete documentation is processed and provided to the Administration and Finance departments to support payments.

Knowledge and Experience
• Minimum of 3 years working experience in the same capacity in a busy organisation
• Attention to detail and high level of accuracy
• Proficiency in use of MS Excel, MS Word, Outlook and other computer applications
• Excellent interpersonal skills, the ability to build effective working relationships at all levels internally and externally
• Excellent oral and written communication skills
• Excellent report writing skills
• Ability to work autonomously
• Ability to work under pressure and to deadlines

Qualifications and Training (essential/ desirable)
• Bachelor’s degree in business administration, commerce, procurement from a recognised institution of higher learning, MCIPS or working towards MCIPS
