Duties and Responsibilities:

·         Providing technical support, coordination and supervision of all maternal health and HBB+ related programming at the district and facility level.

·         A minimum of three years’ experience in health/public health and or in a health/public health organization, including experience as a national level trainer/technical assistance provider in the area of RH/MCH with Government of Uganda or an International NGO.
·         Significant exposure and experience in facilitating training and in developing materials including mentorship and support supervision tools and providing institutional support and technical assistance to decentralization and or NGOs on issues related to RH/MNCH service provision;
·         Previous experience in RH/maternal newborn and child health programming including facility and community based health service improvement is essential;

Qualifications, Skills and Experience:

The Senior Program Officer must meet a level of qualification and exhibit a mix of skills and capabilities, including:
Hold a BA in Development Studies, MPH preferred.
A minimum of three years’ experience implementing a Community-Based Family Planning program and two year’ experience with HIV/FP integration at facility and/or community level.
Proven technical knowledge in FP topics;
A minimum of two years of prior FP project implementation experience essential, and demonstrated training experience.
Demonstrated technical knowledge in HIV/AIDS topics;

Job Summary: The eHealth Program Manager to lead the identification, development, and implementation of ehealth systems in Uganda. eHealth as defined in this context refers to health based interventions supported by electronic / computer-based processes and communication. The eHealth Program Manager will serve as a key member of the CHAI Uganda team and is expected to bring technical expertise and strong program management skills to CHAI’s engagement on information technology with the Ministry of Health (MoH) and various partners.

Key Duties and Responsibilities:

=Work collaboratively with other program managers and analysts in a matrixed relationship on the country team to identify and advance other program’s objectives through eHealth technologies
=Work with MoH and partners to drive formal coordinating structures and participate actively in Technical Working Groups (TWGs)
=Identify, design and implement appropriate programs to solve pressing health system problems with technology solutions
=Establish detailed technical specifications and identify appropriate technological systems for various health programs in Uganda
=Work in liaison with multiple MoH departments, CHAI country, and CHAI global teams to develop or adapt detailed strategies and implementation plans for eHealth interventions
=Mentor, train and mentor internal and external staff in the use and maintenance of these technologies; establish sustainable training programs when necessary to be devolved to the MoH
=Offer support in identifying funding sources and develop resource mobilization plans for eHealth programs
=Launch and manage operational research pilots to evaluate and monitor the impact of these programs during and after implementation

=The eHealth team will also oversee all ICT needs for the office, including tech support, IT equipment inventorying, internet access, etc.

Qualifications, Skills & Experience:

=The applicant must possess a good Master’s degree from an accredited university in Business, Public Health, Engineering, Computer Science, or other applicable field.

Job Summary:
The Director Medical Services plans and directs all aspects of an organization’s medical policies and programs, ensuring that they are in compliance with national policies while identifying opportunities to improve efficiency and effectiveness of patient care.

Key Duties & Responsibilities:

-Provide the planning and leadership to the medical directorate by ensuring that appropriate structures, systems, competencies and values are developed.
-Stay abreast of national trends in HIV prevalence and management and ensure that ROMs medical services remain in line with prevailing trends and relevant to the targeted population.
-Provide leadership in the development and review of appropriate clinical protocols and processes that support consistent quality services and appropriate referrals.
-Develop, monitor and support compliance with continuous medical quality improvement plans and peer review processes.
-Provide leadership to Reach Out Kasaala ensuring quality HIV/PHC integrated service delivery.
-To ensure effective implementation and expansion of new upcoming initiatives and programs including private-public partnerships and services to key populations in all the sites/centres.
-Ensure that the interfaces between Medical and other departments are managed optimally.
-Develop a clear public relations strategy for the directorate, create and manage formal and informal networks with key organizations and institutions within and abroad to expand ROM’s networking and advocacy strategy.
-Have responsibility for the financial management of the directorate including budget planning, resource allocation and preparation of quarterly reports.
-Collaborate with the Director Finance and Administration, the Executive Director and all coordinators ensure proper planning and implementation of all ROM development plans through meetings, effective decision making, strategic planning and resource mobilization.
-Motivate and develop staff within the directorate and enhance succession planning through effective delegation.
-Ensure effective communication throughout the directorate
-Coordinate directorate’s work plans and reports with support of Monitoring and Evaluation Coordinator
-To promote the vision, mission and the values of Reach Out as expressed in the policies, regulations & guidelines.
-Ensure health safety, and security in your area of operation in ROM
-Take on other related responsibilities as required

Job Summary:

The Case Management / Clinical Specialist will provide technical leadership in clinical case management of VL for this multi-country, high profile, high value project, working closely with host country governments and other partners.  

Key Duties and Responsibilities:

-Examine national protocols for diagnosis and treatment of VL for each targeted country with a goal of  participating at national and international level implementation discussions
-Be conversant with latest research and development in the area of  VL  diagnosis and treatment in order to be able to give technical advice and support in national and international forums.
-Work with Malaria Consortium and partner staff in targeted countries to ensure quality implementation as well as forecasting, procurement and supply of VL drugs.
-Work closely with Malaria Consortium and partner staff in targeted countries to review, revise and implement plans to promote early treatment seeking  behaviour and  use of best  diagnostic methods from screening activities to more complex diagnoses  and treatment of patients with multiple pathologies.
-Train health staff using suitably adapted methods at community, primary health care and hospital level in correct diagnosis and treatment regimes appropriate for the particular levels of care.
-Provide technical advice and support to the operations, behaviour change communications and external communications teams on issues pertaining to  VL diagnosis and treatment.

Malaria Case Management Analyst at Clinton Health Access Initiative in Kampala

Job Title: Malaria Case Management Analyst

Malaria is one of the leading causes of illness, death, and lost economic productivity in sub-Saharan Africa. While the scale-up of malaria control efforts has in many places resulted in significant reductions of malaria morbidity and mortality rates, malaria still claimed an estimated 660,000 lives in 2010. The majority of these deaths were among children under-five and pregnant women1. Continuing to reduce the burden of disease will require further increases in access to critical prevention tools, such as insecticide-treated nets, and increasing access to and uptake of high-quality diagnostic tests and treatments. In most sub-Saharan African countries, less than 20%2 of people with suspected malaria receive a laboratory-confirmed diagnosis and less than 50%3 of those receiving an antimalarial for uncomplicated malaria use a recommended artemisinin-based combination therapy (ACT)4.

To achieve the Roll Back Malaria (RBM) Partnership’s5 goal of near zero-deaths from malaria by 2015, the key barriers that restrict access to recommended diagnostics and treatments for malaria must be overcome. Not only will this dramatically reduce the number of malaria-related deaths in the immediate future, it will also move countries towards elimination of the disease in the long run. The Clinton Health Access Initiative (CHAI) work will focus on activities that achieve the greatest possible impact in terms of reducing malaria mortality and attaining value for money. There is growing consensus that for greater health impact, cost-effective management of malaria, and accurate understanding of true burden – which enables better planning and resource allocation – public health interventions should focus on improving fever case management, including access to both malaria diagnosis and treatment.

To date, CHAI’s work in malaria case management has focused on increasing access to and use of the most effective, quality assured malaria drugs – artemisinin-based combination therapies (ACTs). Since the beginning of 2009, CHAI provided technical assistance to countries participating in the Affordable Medicines Facility-malaria (AMFm), a manufacturer-level subsidy designed to dramatically increase access to ACTs across all sectors where patients seek treatment. During the two-year pilot, prices of ACTs decreased and access increased substantially6. In addition to making the most effective treatment for malaria accessible and affordable, CHAI is also working with Ministries of Health across a number of countries to rapidly scale up malaria rapid diagnostic tests (RDTs) to improve health outcomes and achieve greater value-for-money on RDT and ACT investments. CHAI’s efforts include piloting innovative methods to increase access to confirmatory malaria diagnosis to ensure that every person treated for malaria receives a confirmatory diagnosis. These activities include negotiating low prices for RDTs at the global manufacturer level, assessing the feasibility of expanding access to RDTs across all sectors, and testing training and mentorship models to increase use of and adherence to RDTs results. CHAI aims to use this portfolio to influence policy to make diagnostic tools widely available and accepted. Looking forward, CHAI will continue to prioritize high-impact interventions by supporting countries to develop and implement malaria treatment and diagnosis strategies, create robust forecasts for ACTs and RDTs, and gather market intelligence in an effort to build a healthy, sustainable market for ACTs and RDTs.

Responsibilities:

The Malaria Case Management Analyst will be responsible for supporting CHAI’s efforts to increase access to and uptake of ACTs and RDTs. In addition, the Analyst will support CHAI’s malaria diagnosis operational research projects in Cameroon, Uganda, Kenya and Tanzania to rapidly scaling up RDTs in Uganda and Cameroon’s public sectors to improve health outcomes and achieve greater value-for-money on RDT and ACT investments, and in Kenya and Tanzania to help spark the uptake of RDTs in the private sector through both supply and demand side interventions. The Analyst must be able to function independently in a fast-paced environment, demonstrate critical thinking amidst ambiguity, and have a strong commitment to excellence. The position will be based in Kampala, Uganda, with limited travel to regional focal countries.

Main Tasks and Responsibilities:
• In CHAI malaria diagnosis focal countries where operational research is being carried out, provide remote and in-country support to CHAI’s country offices to establish a critical evidence base of best practices for introducing and scaling up RDTs:
• Gather information on related diagnosis and fever management issues from primary and secondary sources, including writing short literature reviews and liaising with global technical experts as needed.
• Support the development, implementation and dissemination of projects to test new approaches to improving uptake and adherence to RDTs, including assisting with writing concept notes, protocols, survey tools, and with overall survey implementation and interventions (e.g. training, mentorship).
• Help assist with planning and executing demand generation campaigns that aim to modify treatment seeking behavior for fever illness.
• Contribute toward information gathering and documentation of programmatic best practices and lessons learned for scale up of malaria diagnosis for national and global audiences.
• In CHAI focal countries, support teams to increase access to and appropriate use of malaria diagnosis tools and treatment:
• Provide countries with general management support and carry out critical analyses for malaria case management strategic planning processes.
• Support countries to apply for funding to implement their case management strategies.

Qualifications:

• Bachelor’s/tertiary degree and at least 1 year of professional experience after university graduation;
