Job Summary

The Quantity Surveyor will be responsible for overseeing all aspects of quantity surveying, providing accurate cost advice, and contributing to the overall success of our projects.


Roles and Responsibilities:


• Price/forecast the cost of the different materials needed for the project.

• Prepare tender documents, contracts, budgets, bills of quantities, and other documentation.

• Track changes to the design and/or construction work and adjust budget projections accordingly.

• Procure or agree on the services of contractors and/or subcontractors who work on the construction of the project.

• Oversee the measurement and valuation of completed works, ensuring compliance with contractual agreements.

• Liaise with the client and other construction professionals, such as site managers and site Engineers

• Select and/or source construction materials.

• Preparing of Bill of Quantities, Rate analysis,

• Quantities and costs at the design phase as per industrial standards and best practices.

• Quantities and costs at the construction phase as per designs.

• Inspections and acceptance of project deliverables.


Qualifications and Skills:


• An Honors bachelor’s degree in quantity surveying and construction management or any related field.

• Minimum 8 years’ experience as a Quantity Surveyor in the construction industry, with a proven track record of delivering cost benefits.

• Experience working on complex civil infrastructure projects.

• Proof of experience in implementation of Engineering, Procurement, and Construction (EPC) projects/Design and Build projects.

• Experience across both cost consultancy and contractor roles is preferred.

• Strong analytical and critical thinking skills.

• Excellent negotiating and interpersonal skills.

• Ability to organize, plan, and strategize.

• High Knowledge Ms. Microsoft/AutoCAD/SAP

The mission of the Infectious Diseases institute (IDI) is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University-Johns Hopkins University Core Lab) and Outreach.
So as to support the operations of the Finance and Administration department, IDI is seeking to recruit for the following position in Facilities
Job Title: Quantity Surveyor
General Summary: Working together mainly with the Facilities Engineer and Operations Manager, to establish and maintain standards ot excellence for facility maintenance and modiļ¬cation. He/she will also participate in engaging and supervising contractors — ensuring that they work up to the expected standard and within the time and cost limits.
Principal Accountabilities and Duties
Planning and budgeting
  • Actively participate in the development of annual operations budget by pricing/forecasting cost of different materials needed for projects
  • Assist the Facilities Engineer to monitor actual operations expenses.
Contracting
  • Develop or review engineering drawings, plans measurements and development of internal estimates for Works to be contracted
  • Review quotations and bids by potential contractors — ensuring that they meet lDl requirements and are economical
  • Craft and recommend optional quality solutions, where necessary
  • Supervise / oversee Works carried out by contractors ensuring that they meet quality specifications and that Works are carried out within time limits
  •  Consult with Architects, Engineers and contractors with respect to repairs and / or renovations
  • Prepare tender documents, budgets, bills of quantities, Specifications and other contractual documentation.
  • Write reports on projects including explaining major variations from budget.
  • Valuation of works carried out and preparation of interim Certificates of payment for Construction works
  • Track changes to design and/ or construction work and adjusting the budget projections accordingly.
  •  Perform any other duties that management may assign to you from time to time.
Education and Experience:
  • Degree in Quantity surveying Building Economics or related discipline, Experience of at least three years in construction Project
  • Management of construction and renovation works with a variety of building and infrastructure projects ,
  • Excellent communication skills both verbal and written; including ability to negotiate with potential contractors/service providers
  • Experience in managing /supervising contractors.
  • Should be a registered member of the institute of Surveyors Uganda (ISU) at a minimum of graduate Level
Other requirements:
  • Knowledge of maintenance trade procedures, equipment, tools and supplies commonly used to support the installation, maintenance and repair of building, tools and equipment.
  • Experience in working on Health sector infrastructure projects is an added advantage
  •  Knowledge of safety procedures and terminology Skills in assessing conditions and standard of buildings equipment and completed work
  • Knowledge of occupational hazards and standard health and safety practices
  • Knowledge of principles and practices of general building construction and renovations.
  •  A good working knowledge of MS Excel, MS Project and the ability to learn how to use specialist software (CAD, Microsoft project)
  • Excellent relationship-building and interpersonal skills

Job Description:

Duties and Responsibilities:

Ensure value for-money in all construction works carried out by the Company.

Responsible   for   cost   control   planning   and   for   actual   cost   controls   during   building implementation.

Prepare Bills of Quantities (BoQs) and material schedules, as a part of the necessary inputs for tenders.

Provide costing information for both civil engineering and building contracts.

Ensure the separation of the Company’s own labour inputs into any work in progress.

Coordinate and negotiate with external Quantity Surveyors that the Company many hire from time to time, in order to ensure that their charges are affordable by the Company.

Regularly visit building sites in order to monitor the activities of sub-contractors and suppliers, with a view to avoiding any cost escalations.

Provide the Company’s Management, whenever necessary, with relevant specialist,  expert and technical advice (on the basis of appropriate and comprehensive analysis and evaluation), with regard to the Company’s investment opportunities and projects – especially those involving Partnerships, External Contractors and other Service Providers – as well provide the necessary supervision, quality  assurance,  facilitation  and  coordination of  the  implementation of  the corresponding projects – with a view to ensuring their profitable success.

Perform any other duties as may, from time to time, be directed by the relevant authority.

Qualifications and Experience:

A Degree in Quantity Surveying, Building Economics, or a closely related and relevant discipline, from a recognized University.

Full and valid membership of a nationally, or internationally recognized professional Quantity Surveyors’ body, as well as a valid professional practicing certificate (at least Professional Associate), are a must.

Specialized training, with appropriate qualifications in Project Planning and Management, from a recognized institution, are a must.

Additional qualifications in Business Management, from a recognized institution, are desirable.

Proven knowledge and skills in application of BoQ-related Software and MS Office Packages (especially Qs-CAD, Masterbill, Word, Excel and PowerPoint), are essential.

Working experience of 5 years as a Quantity Surveyor, or in a similar position, in a large and reputable Construction, or Civil Works Company, or reputable Consultancy firm.

Experience in working with public, or private sector organizations involved in housing-related projects, or programs, shall be an added advantage.
