Project Manager Job Vacancy at UNDP in Uganda


Job Title: PROJECT MANAGER, NORTHERN UGANDA PROGRAMME.
Background:
The Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and now in a second phase running until June 2015. The main objective of PRDP2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda; and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators. In this context, and building on previous UNDP engagements in Northern Uganda, UNDP will have interventions to support the implementation of PRDP2. The interventions will take place in the three regions of Karamoja, Acholi and Lango. With Support from BCPR, a draft Northern Uganda Programme has been developed. The proposed Northern Uganda Programme will adopt an integrated, holistic and area-based approach. UNDP Uganda has designed a Project Initiation Plan (PIP) to support the finalization of the Northern Uganda Programme document for UNDP support and have implementation started. Services of a Programme Manager is required to oversee and coordinate the implementation of the Project Initiation Plan. Under the guidance and supervision of the Team Leader Crisis Prevention and Recovery Unit (CPR) with overall reporting to the Country Director, the Programme Manager (PM) will provide programmatic and administrative support for the smooth implementation CPR projects and programmes in accordance with UNDP rules and regulations. He/She will be based at the UNDP CPR unit with regular field travel to project sites in Acholi, Lango and Karamoja.

2.2.1. Tasks:
Develop and maintain the National Wetlands Information System (NWIS) to run as a Geographic Information System (GIS);
Link the Wetlands Information System (WIS) to the Geographic Information System (GIS), and to selected partner institutions;
Carry out Wetlands Information System data inputs, updates and data quality control from Local Governments and within the Department;
Carry out Geographic Information System (GIS) data analysis and wetlands map processing for districts, and as requested by staff and the public;
Provide guidance on the software and hardware needs and improvements for the effective and efficient use of the Wetlands Information System as a Geographic Information System;
Technically backstop and provide support supervision to Consultants during Wetlands Mapping and demarcation;

2.2.2. Qualifications
An Honors degree in Surveying/ Geomatics, Wetland or Natural Resource Management. A post graduate Diploma training in GIS and knowledge or experience in Natural resource delineation is an added advantage;
Served as a GIS Specialist or an equivalent position within or outside the government service for at least three years and must have acquired sufficient and reasonable experience to shoulder higher responsibilities;
Demonstrated ability, initiative and competence in directing,
organizing and executing work entrusted at this level.
Twenty eight (28) years of age and above.
2.2.3. Duration of Assignment:
Eighteen (18) months contract will be awarded to the successful candidate, commencing immediately on appointment. Possibility of extension, subject to satisfactory performance and availability of funds.

Job Description;
 The Accounts Administrator of CURAD is the finance and administration manager and has primary responsibility for all aspects of the organization’s financial management systems.  • Sets up and maintains a monitoring and evaluation and management information function that provides monthly statements to managers to support their ability to monitor and control their financial activities and their overall performance against work plans, targets and budgets;
 • Sets up, maintains and monitors a system of procurement for all articles and items needed from outside vendors;
 • Sets up, maintains and monitors systems that support smooth operation of secretarial and office support functions, including the work of volunteers and short-term hired staff as these might be used to support organization activities;
 • Sets up and maintains separate accounts and systems to support organization fundraising activities;
 • Secretary to the Board Audit and Finance committee
 • Provides management oversight and ongoing technical guidance and feedback to staff and ensures CURAD meets its statutory requirements such as NSSF, PAYE and any other that may come up as and when applicable.
 • Carries out such other functions as might be required by the Managing Director to support smooth running and implementation of CURAD activities.
 • The Accounts Administrator directly reports to the Managing Director.
Minimum Qualifications:
Education
B.com and/or ACCA and Master of Business
Administration is added advantage
Professional Skills
• 3-5 years experience as an organizational accountant or 2-3 years on audit experience.
• Handling entrepreneurship development and/ or Business planning and development consulting experience.
• Experience with SMEs
• Excellent accounting skills using software like QuickBooks, Sage-pastel, palladium.
• Entrepreneurial skills, revenue generation and project management.
• MS Office; especially spread sheets

Other Conditions:
Nature of assignment: Job will be offered on a one year contract which can be extended for other three years based on incumbent performance. A positive attitude and passionate approach to the job will be very much appreciated.
Reporting: The Accounts Administrator will report to the Managing Director.
Duty station: Location of the job will be based at the Makerere University Agricultural Research Institute at Kabanyolo, Kampala.
Only Ugandan candidates are preferred.
Remuneration: The Accounts Administrator will receive a gross salary of US$24,000 p.a

 CURAD is funded by the Royal Danish Ministry of Foreign Affairs (DANIDA) and is supported by the Universities, Business & Research in Agricultural Innovation (UniBRAIN), an initiative of the Forum for Agricultural Research in Africa (FARA).
 CURAD is the first agribusiness value chain incubator based at the Makerere University Agricultural Research Institute Kabanyolo. Under this initiative, the coffee value chain is the first value chain to be used as a pilot before CURAD can diversify into other value chains.
 The key outputs of the incubator will be mainly young skilled entrepreneurs of BSc and MSc Agriculture and Agribusiness students, profitable SME enterprises started and commercialized technological innovations shared and upscaled. The objective is to improve the efficiency of marketing, to improve the quality of the product and to capture more value added products in ways that will increase returns on investments and create jobs.
 CURAD is looking for a person to take up the position of the Managing Director who will be the Incubator Manager to manage CURAD in a business and professional manner. He or She will have to manage the incubator on a self-sustainable mode and achieve the set targets projected in its business plan.
