BACKGROUND  INFORMATION:

The Northern Uganda-Health Integration for Enhanced Services (NU-HITES) project, funded by the United States Agency for International Development (USAID), aims to increase the use of quality health services and to strengthen systems for the delivery of quality health services in northern Uganda. The cooperative agreement between USAID and Plan International USA, NU-HITES' lead organization, began on August 8, 2012 and continues through August 7, 2017. NU-HITES is implemented by a consortium led by Plan International USA. The consortium includes IntraHealth International, the Tulane University School 01 Public Health and Tropical Medicine (Tulane), the Communications lor Development Foundation of Uganda (CDFU), Uganda Health Marketing Group (UHMG), and The AIDS Service Organization (TASO).
The goal of the NU-HITES project is to improve and sustain the health and nutritional status of northern Uganda's population. The NU-HITES consortium works to address barriers to the availability and quality of health services and supports the strengthening of health service delivery. NU-HITES has been asked to implement a health worker hiring program in the NU-HITES' districts, and IntraHealth is responsible for managing the program.
KEY FUNCTIONS
·The Personnel and Administrative Officer will be in charge of administrative issues relating to the hiring program in the Gulu office.
·Review the time certifications from the districts and the project sub-regions each month and help to resolve discrepancies or other non-compliance issues relating to them.
·Pass time certifications to the IntraHealth Finance Officer for payment of salaries, ensuring that a proper audit trail is maintained
·Keep personnel records of all the health workers hired under the program, updating as new information is provided
·Help with supervision of the health workers as directed, in collaboration with other NU-HITES staff
·Help organize meetings of all the health workers in the region twice a year and organize reports.
·Help with distribution of the health worker uniforms
·Meet frequently with NU-HITES sub-regional stalf to discuss and resolve issues relating to the hiring program.

The International Fertilizer Development Centre (IFDC) is a public international organization governed by an International board of directors with representation from developed and developing nations.
Scope of Work
The successful firms /organization(s)institution(s) will take the overall responsibility of creating , planning and handling IFDC Catalist-Uganda’s awareness programs in all three regions ;
Provide creative and media buying services
Production of prerecorded radio programs
Provision of experiential marketing services i.e. Mobile cinema , mobile village announcements, and broadcast in markets .
•Documentation of best practices and success stories
•Monitor and evaluate media and other communications tools
•Provide opportunities to synergize all information disseminated through all communication channels

Duration of the Assignment;
•The work will commence in the Second week of August 2013 and will last for duration 12 months until July 2014.

Essential Requirements;
•Must have extensive marketing experience particularly in radio and experiential marketing
•Experience working with the agricultural sector and NGOs or other development agencies an advantage

•Experience working in the required geographical regions on similar work is an advantage .

Job Title: Project Development Assistant

USAID /Uganda is recruiting a qualified Ugandan to fill the position of project development assistant .
Duties
•Serves to provide administrative and project support to members of the assigned team , up to the limits of his/her training and skill level .
•This may include assistance with administrative tasks ,management , implementation , and helping direct any of the program /project activities within the letters.

Qualifications;
•A university degree in business, business administration , economics, finance , or a similar field is required.
•Must have five years of substantive administrative experience .
•Must be able to develop and maintain a range of working –level and management –level contracts on public health related topics , in government , non-governmental , and private –sector circles .
•Be able to work effectively in a team environment and coordinate well with others .
•Excellent office management skills and experience are required in order to support the assigned team and the overall Health , HIV/USAID and Education Office in developing and implementing effective USAID/Ugandan projects /programs including financial and administrative skills sufficient to track the performance of implementing partiners program/project activities .
•The work requires skills in the following areas office management , administration , and financial tracking; budgeting and planning ; computers , including Word , Excel , database , software and PowerPoint software; and the ability to clearly present written and oral information
