Information Systems Analyst Job Opportunity at the Ministry of Water and Environment in Uganda


Job Title: Information Systems Analyst (1 Position).
Reports to: Principal Wetland Officer – Assessment, Information and Management.
Responsible for: Website Assistant.
Purpose: Operationalise the National Wetlands Information System (NWIS) and ensure it is linked to relevant local, national and international geo systems. Also set up a functional website.
Key outputs:
-Functional National Wetlands Information System.
-Maps and reports.
-Functional website.
2.2.1. Tasks:
Develop and maintain the National Wetlands Information System (NWIS) to run as a Geographic Information System (GIS);
Link the Wetlands Information System (WIS) to the Geographic Information System (GIS), and to selected partner institutions;
Carry out Wetlands Information System data inputs, updates and data quality control from Local Governments and within the Department;
Carry out Geographic Information System (GIS) data analysis and wetlands map processing for districts, and as requested by staff and the public;
Provide guidance on the software and hardware needs and improvements for the effective and efficient use of the Wetlands Information System as a Geographic Information System;
Technically backstop and provide support supervision to Consultants during Wetlands Mapping and demarcation;
Develop, maintain and update the Department Website;
Compile up-to date own individual, quarterly, annual work plans, activity reports and appraisal forms;
Any other assignments by the Principal Wetlands Officer – Assessment, Information and Management.
2.2.2. Qualifications
An Honors degree in Surveying/ Geomatics, Wetland or Natural Resource Management. A post graduate Diploma training in GIS and knowledge or experience in Natural resource delineation is an added advantage;
Served as a GIS Specialist or an equivalent position within or outside the government service for at least three years and must have acquired sufficient and reasonable experience to shoulder higher responsibilities;
Demonstrated ability, initiative and competence in directing,
organizing and executing work entrusted at this level.
Twenty eight (28) years of age and above.
2.2.3. Duration of Assignment:
Eighteen (18) months contract will be awarded to the successful candidate, commencing immediately on appointment. Possibility of extension, subject to satisfactory performance and availability of funds.
2.2.4. Location and Remuneration
The Information Systems Analyst will be stationed at the Wetlands Management Department in the Ministry of Water and Environment. An attractive salary will be offered to the successful candidate.

1. Background.
Department of Environment Support Services (DESS) is one of the departments under the Directorate of Environment Affairs of the Ministry of Water and Environment.
The Department has been delegated responsibility to uphold environment management related clauses in the constitution of Uganda and implement the relevant environment policies (1994).
The department promotes the conservation of and management of Uganda’s Environmental resources’ and ensuring the sustainable utilization of such resources while ensuring clean and healthy environment for all citizens of Uganda. Job Title: Environment Officer (1 position).
Reports to: Senior Environment Officer Assessment, Inspection, Monitoring and Evaluation
Purpose: To assist the Senior Environment Officer in Inspection, Monitoring, Evaluation and Enforcement to ensure compliance with the policies, laws and regulations as well as evaluate implementation of programs and strategies of government related to environment management.
Key outputs:
Support and Technical backstopping to Local governments in assessments of environment.
Reports on the Oil Company activities and compliance.
Investigate issues of environmental abuses and cases within the country.
Liaise with the Water Management Zones to ensure that environmental issues and social safeguards are handled.
Appropriate changes to policy, and reviews of DESS strategies recommended.
Compliance to existing policies, legislation and standards enhanced.
Monitoring the environment service delivery in Local Governments.
Monitoring, inspection and evaluation reports.
2.1.1. Key Activities;
Assist DESS staff in the technical backstopping for Local Government under the Implementation of the Kalagala Sustainable Management Offsets
Carry out regular inspection of facilities in the country to ensure compliance to environmental standards with the oil and Gas activities
Provide technical guidelines to the workforce in Uganda.
Monitor local government’s performance in streaming environmental concerns in their work.
Inspect compliance to set environmental standards.
Provide compliance advice to all stakeholders in environmental management.
Assist districts in inspection, monitoring and evaluation of the lower local governments and provide compliance guidance,
Monitor and evaluate the impact of the oil and Gas activities on the state of environment and peoples livelihoods in the Albertine Graben;
Provide Monthly reports to the supervisor.

2.1.2. Person specifications
An Honors degree in Environmental Management related fields. (Environmental health, Natural Sciences with a bias in environment management or other related fields in environment discipline preferably with a science background).
Highly motivated persons with at least 3 years’ experience in the field of environment management.
Willing to learn and working with minimum supervision;
Conversant with the basic computer packages (e.g. Microsoft Word, Excel, PowerPoint)
Proven writing ,advocacy and communication skills
Twenty eight (28) years of age and above.
2.1.3. Duration of Assignment
The Assignment will be awarded to the successful candidate commencing immediately on appointment for an initial period of eighteen (18) months contract renewable depending on the performance of the officer and the availability of funds.
