Job Title: Education Specialist

The International Rescue Committee IRC begun working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country .
Responsibilities
•Ensure that proposed interventions /activities are based on accepted best practices and strategies for youth that will enhance their future employability;
•Train project staff
•Monitor program performance in meeting established objectives , redesigning initiative as appropriate
•Liaise with technical specialists of partiner organizations and government agencies
•Promote links to technical colleges and training institutions offering relevant programs for target youth;

Qualifications;
•Bachelors Degree (Master’s Degree preferred ) or higher in education , international development or other human development related field .
•Minimum of three years of experience in a leadership position , preferably in Uganda , responsible for developing complex education interventions and the technical aspects related to student assessment , teacher training , educational materials/curriculum development , educational management , educational monitoring and information systems for formal and alternative education programs .
•Experience in managing projects to address issues related to primary and secondary education .
•Experience working with vulnerable children and their households , preferably in Uganda .
•Fluency in English is required

•Leading implementation of monitoring and evaluation activities for the project, by providing technical support , training and guidance on best practices vis-à-vis monitoring and evaluation for the proposed project
•Hiring and managing all monitoring and evaluation staff ;
•Working with the project team , including all partiner staff and organizations and others to ensure that all interventions fall under a cohesive monitoring and evaluation design .

Qualifications;
•Minimum of five years professional experience in a senior M&E position responsible for implementing M&E position responsible for implementing M& E activities of international development projects .
•Bachelors or Masters degree in statistics , demographics , public policy , international development , economics or related field . Master’s degree or Bachelor plus an advanced certificate in M&E , statistics or economics preferred .
•Proven success in designing , implementing and operating project M&E systems from project initiation to closeout stages .
•Experience designing and managing beneficiary monitoring and database systems.
