The Ministry of Education and Sports is recruiting qualified suitable candidates for the vacant position above

Specifications;
•A relevant university degree in any of the following areas; Engineering , Architecture , Economics , Business Administration , Development Studies , Education Administration , Project Planning and Management or related discipline relevant to the HEST Project .
•A post graduate qualification in any of the above mentioned fields with emphasis in Project Planning and Management is also a requirement .
•Professional Certification in International Development Project Management will be an added advantage .

Experience;
•The applicant should be a Ugandan national with a minimum of 10 years working experience of which five years should be at a senior management level in a relevant public institution , private sector institution or in an international organization .
•Demonstrate ability to ensure AIDS & GoU procurement regulations and practices are considered in providing advice on project decisions
•Conversant with donor and GoU financial accounting procedures and systems
•Creative and pragmatic approach to problem -solving and an appreciation of the mandate of the Public Universities in Uganda
•Sound knowledge of the Higher Education sub-sector in Uganda

Job Title: Training and Development Specialist

The International Rescue Committee IRC begun working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country .
Responsibilities
•Providing technical support , training and guidance on best practices to the proposed project as related to interventions promoting youth employment and participation ;
•Working with private youth with employment , entrepreneurship, financial service access and networking opportunities
•Ensuring that in all interventions , there will be an explicit inclusion and expectation of promoting the active engagement of youth at all stages of the project cycle , and building leadership capacity and engagement in community and national forum.

Qualifications;
•Master’s degree in economics , education, international development , or other human development related field .
•Minimum of three years of experience in a leadership position and with demonstrable success in developing employment/livelihoods training and development interventions preferably in Uganda .
•Previous work experience in conducting and interpreting market surveys and designing and implementing monitoring and evaluation plans is highly desirable .
•Experience managing USDOL- funded projects is a plus.

•Establish and maintain systems for project operations ;
•Ensure that all cooperative agreement deadlines are met and that targets are achieved ;
•Maintain working relationships with project stakeholders , including USDOL and government counterparts
•Engage in coalition building and public -private partnerships promotion ;

Qualifications;
•Master’s Degree or higher in development studies , economics , livelihoods , education or related fields
•Experience in a leadership role implementing complex youth livelihoods development projects in East Africa .
•Minimum of five years experience in project management , supervision , administration , and implementation of cooperative agreement and/or contract requirements
•Knowledge of exploitive child labor issues , and experience in the development of transitional , formal and/or non-formal vocational education and training of young people removed from exploitive child labor and/or victims of the worst forms of child labor
•Experience managing USDQL- funded projects is preferred .
