Project:  Uganda Water Sanitation & Hygiene Project (UWASH)
Duty station: Gulu

Job Over view
 Purpose of the position: To coordinate field operations in the regions according to the Project agreement and resolve technical and coordination issues as they arise.
Key Responsibilities:
    ●Coordinate and motivate a team of supervisory and technical staff ensuring they are working according to activity plans.
    ●Develop close working relationship with relevant district officials to ensure the project is in line with district plans.
    ●Monitor and report on field based activities (through monthly and quarterly report) and budgets ensuring they are within the bounds of the proposal document and to the required guidelines and regulations.
    ●Work in close collaboration with the ADP Cluster Management ensuring that project implementation is integrated into ADP programming through frequent dialogue and support.
    ●Ensure that management and monitoring information is fed back to project management to aid objective decision making for improved project delivery.
     ●Annual appraisal of line managed staff against responsibilities, and that the rest of the team has met the requirement.
      ●Fund raising for the project through proposal writing and identification and support of ADPs to include WASH in their programming.
Knowledge, Skills and Abilities
•A degree in Water and Sanitation engineering, Public Health or  any other closely related technical field.
•A minimum of  3 years experience in Water, Sanitation and Hygiene implementation and M&E
•Competent written and analytic skills
•Strong interpersonal communication and counseling skills
•Knowledge of WASH sector policies and guidelines
•Knowledge in water, hygiene and sanitation participatory methodologies like PHAST, CLTS, Sanitation Marketing, Behavior Change Communication and other related innovative hygiene and sanitation approaches that are necessary for the promotion of hygiene and sanitation interventions at scale.
•Experience and skills in networking with other NGOs, government partners, and local community-based organizations.
•A strong awareness of the importance of integration of water supply, sanitation and hygiene promotion into other development thematic areas like health, HIV & AIDS, education, environment protection household economic security, child protection and people living with disabilities.
•Ability to build  effective teams,  promote coordination and  collaboration
•Mature Christian, able to stand above denominational diversities.

Duties:

Requirements:
•    A basic degree (Economics / Accounting / Finance or Business Administration) or compensating relevant work experience.
•    A recognized accounting qualification (CIMA, ACCA, etc)
•    At least 5 years’ experience in financial management/administration within an non-governmental organization (NGO)
•    Experience of computerized accounting software (QuickBooks, Sage or other systems) and an aptitude for system improvements and developments

Purpose of the position: Provide overall leadership for Health and HIV&AIDS programs and projects in World Vision Uganda
Job Requirements:
The Associate Director Health and HIV&AIDS will oversee/ coordinate implementation and integration of Health and HIV&AIDS programs and Grant projects into ongoing Area Development Programmes (ADPs) ensuring multisectoral approach is employed and capacity building of all WVU staff is done for enhanced programming and mainstreaming of Health and HIV&AIDS into community programs. Ensure integration promotes participatory planning by all sectors in the ADPs and the community. Actively participate in National Health and HIV&AIDS networks, resource mobilization and assist in planning Health and HIV&AIDS baseline surveys, needs assessments and evaluation of programs. Liaise with World Vision East Africa Region and Africa Region plus support offices for Health and HIV/AIDS programming, strategic developments and documentation /sharing best practices.
Key Responsibilities
Leadership:
•    Provide leadership in Health and HIV/AIDS programs and projects.
•     Provide technical support to program and project staff on integration and implementation of Health and HIV&AIDS interventions
•    Coordinate preparation of Health and HIV&AIDS Strategic Planning and innovative visioning for WV and overall programming

Capacity Building:

•    Assist in capacity building of CBOs, Church/FBOs, Community Care Coalitions and other community groups
•    Encourage community participation to ensure Community Ownership of  Health and HIV&AIDS interventions
•    Provide technical guidance to HR on key staff health related issues especially implementation of workplace health welfare interventions.
Partnership & Networking:
•    Coordinate all National level engagements with key donors and Line ministries especially MOH and necessitate formal memorandums of understanding and manager relationships.
•    Participate and represent WVU in key donor engagements and technical working forums at National and Regional level
•    Visit other organizations/World Vision programs to learn best practices and share lessons learnt with staff
Knowledge and skills:
•    A Bachelors Degree in Nursing or Nutrition or Human Medicine.  A Masters Degree in Public Health is preferred
•    10 years practical experience in Public health including HIV/AIDS with a reputable organization
•    At least three years experience in program planning, implementation, monitoring and evaluation of Health and HIV&AIDS programs
•    Training facilitation and coordination skills
•    Proposal/concept papers development for fund raising
•    Research, monitoring and evaluation skills
•    Needs assessment and report writing skills
•    Superior communication skills – ability to coordinate people at all levels – government partners, donors, communities and staff with diplomacy, tact and collaboration.
•    Good budget management skills
•    Must be a committed Christian, able to stand above denominational diversities.
