Job Title: Training and Development Specialist

The International Rescue Committee IRC begun working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country .
Responsibilities
•Providing technical support , training and guidance on best practices to the proposed project as related to interventions promoting youth employment and participation ;
•Working with private youth with employment , entrepreneurship, financial service access and networking opportunities
•Ensuring that in all interventions , there will be an explicit inclusion and expectation of promoting the active engagement of youth at all stages of the project cycle , and building leadership capacity and engagement in community and national forum.

Qualifications;
•Master’s degree in economics , education, international development , or other human development related field .
•Minimum of three years of experience in a leadership position and with demonstrable success in developing employment/livelihoods training and development interventions preferably in Uganda .
•Previous work experience in conducting and interpreting market surveys and designing and implementing monitoring and evaluation plans is highly desirable .
•Experience managing USDOL- funded projects is a plus.

•Ensure that all cooperative agreement deadlines are met and that targets are achieved ;
•Maintain working relationships with project stakeholders , including USDOL and government counterparts
•Engage in coalition building and public -private partnerships promotion ;

Qualifications;
•Master’s Degree or higher in development studies , economics , livelihoods , education or related fields
•Experience in a leadership role implementing complex youth livelihoods development projects in East Africa .
•Minimum of five years experience in project management , supervision , administration , and implementation of cooperative agreement and/or contract requirements
•Knowledge of exploitive child labor issues , and experience in the development of transitional , formal and/or non-formal vocational education and training of young people removed from exploitive child labor and/or victims of the worst forms of child labor
•Experience managing USDQL- funded projects is preferred .

Job Title: Education Specialist

•Train project staff
•Monitor program performance in meeting established objectives , redesigning initiative as appropriate
•Liaise with technical specialists of partiner organizations and government agencies
•Promote links to technical colleges and training institutions offering relevant programs for target youth;

Qualifications;
•Bachelors Degree (Master’s Degree preferred ) or higher in education , international development or other human development related field .
•Minimum of three years of experience in a leadership position , preferably in Uganda , responsible for developing complex education interventions and the technical aspects related to student assessment , teacher training , educational materials/curriculum development , educational management , educational monitoring and information systems for formal and alternative education programs .
•Experience in managing projects to address issues related to primary and secondary education .
•Experience working with vulnerable children and their households , preferably in Uganda .
•Fluency in English is required
