Job Title: Finance and Compliance Specialist

The Stop Malaria Project has been tasked with supporting the MOH to implement a high-quality mass campaign distribution of long-lasting insecticidal nets in all districts of Uganda .

Procurement Support
•Review of and accounting for procurement transactions to ensure adequate supporting documentation , accuracy of amounts and control over payments
•Participate in the negotiation of contract terms on a range of procurements and monitor delivery of exact specifications
•Support the procurement systems regarding tendering , evaluation , award of contracts and procurement
•Coordinate formal bids and request for proposal (RFP/Qs)

Required Skills
•Must have a demonstrated record of being a person of high integrity with handling large financial transactions and in situations where temptations is overwhelming ;
•Must have a keen eye when reviewing documentation or discussing issues pertaining to the net distribution for anything that violates compliance with the US federal regulations and the terms of the cooperative agreement
•Must be conversant with A-133 audit requirements for international and foreign NGOs
•Must be able to speak and write excellent standard English and express complex financial and compliance logics to stakeholders of varying degrees of financial compliancy

Duties
•To select incubation partiners , negotiate favourable contract terms , and manage partinerships resulting in a pipeline of investible social enterprises which cautious investors will be willing to back .

Requirements

•A minimum of five years experience in consulting services to social enterprises , leading , leading market studies , developing business plans , providing /overseeing training and support programs and/or leading a social enterprise successfully.
•Awareness of the legal and operating environment for small and medium enterprises in Uganda and East Africa .
•Experience in building the capacity of others
•Ability to work effectively in an international team , balancing diverse interests and diversity .
