About Spark:
Spark MicroGrants partners with communities in rural areas of Uganda and Rwanda to help them plan, implement and manage a public-sector project. Past communities have chosen to build schools, start HIV education programs, health clinics, bridges, install water wells, and more. We work with local Facilitators who lead these communities through a series of weekly meetings to help communities plan for their projects. Once the plan is complete, we give small grants for project implementation.

Job Summary: The Spark MicroGrants Monitoring & Evaluations (M&E) Coordinator to provide technical assistance, support and coordination for the M&E systems in Uganda.

Key Duties and Responsibilities:

=Developing and updating resources and tools for Spark MicroGrants M&E system, including literature reviews, surveys, and databases;
=Assisting with ongoing M&E efforts for current programming, including data entry;
=Developing tools and templates for data collection to record project outputs and outcomes;
=Performing and supporting regular collection of M&E data in the field;
=Analyzing M&E data to support reporting to donors;
=Designing and implementing capacity building and technical support for peers and field staff and partners (training, coaching, mentoring, etc.) specific to M&E.

Qualifications, Skills and Experience:

=The suitable applicants must be a fresh graduate, or be about to finish University in a relevant degree program
=Excellent analytical mindset, including outstanding research skills
=Superb oral and written communications skills in English
=Advanced critical thinking and logical reasoning, with the ability to take initiative and work independently

About Fistula Care Plus Project:
EngenderHealth Uganda received an award (cooperative agreement) by USAID for a Fistula Care plus project whose objective is to strengthen health system capacity for fistula prevention, detection, treatment and reintegration. The project will strengthen environments to enable for fistula prevention and treatment, increase community awareness and support for women and girls with fistula, reduce barriers to accessing prevention, detection, and care, and improve the evidence base for approaches to improve fistula care in the districts of Hoima, Masaka, Kalungu and Kasese.

Job Summary: The Program Associate – Community Engagement will be responsible for supporting the coordination and implementation of community engagement, counseling, communication and reintegration activities to support Fistula prevention, treatment and care for EngenderHealth.

Key Duties & Responsibilities:

=Manage the creation and adaption of relevant communication materials for Fistula Care plus Project.
=The Project Associate will also be responsible for dissemination of materials to appropriate audiences; monitoring and evaluating their use.
=Lead the advocacy, communication and reintegration activities of Fistula Care Project at the district and national level including providing guidance to development of materials to support these activities.
=Offer support the Senior Medical Associate to conduct quality improvement activities of EngenderHealth supported activities and all clinical aspects of EngenderHealth’s work
=Monitor, evaluate and support partners’ community mobilization activities to prevent fistula and increase access to fistula supported sites.
=In collaboration with MAP technical staff, design implement, monitor and evaluate Men and Partners activities within the context of community engagement in fistula.
=In collaboration with the project team, work on design, implementation and monitoring of fistula reintegration programming.
=Coordinate and strengthen counseling activities at partner sites through organization of counseling training and dissemination of counseling tools.
=Collaborate with relevant technical and administrative staff in Uganda, New York and elsewhere.
=Mentor and supervise relevant staff in Uganda Country Office on assigned tasks.
=Participate in dissemination and training activities of EH in the country, region and at international meetings.
=Ensure that lessons learned and potential best practices from activities mentioned above are well documented and disseminated.

Qualifications, Skills & Experience:

=The Program Associate – Community Engagement must possess a Graduate degree in Public Health or a related field
=At least five years’ experience in health programs, with at least 2 years of management experience.
=Proven ability to develop and manage budgets.
=Good working knowledge of reproductive health services including family planning, clinic-based, Maternity care; HIV prevention, care and treatment; informed choice and client-provider interaction; training in participatory and gender-sensitive approaches.
=Excellent writing and communication skills.

Job Summary: The Monitoring and Evaluation (M&E) Coordinator will be responsible for the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels of the program.

Key Duties and Responsibilities:

=Assist the M&E specialist to analyze proposals and work plan to identify the results framework, potential indicators, relevant and applicable baseline and routine data collection strategies and methodologies, and resources needed to successfully implement an M&E strategy;
=Perform field visits to design performance monitoring/management plans.
=Offer on-going support to partners and other stakeholders as needed.
=Update PMPs and draft project M&E reports;
=Work closely with the project technical team to monitor program progress in terms of USDOL compliance requirement of results and indicators;
=Carry out required data collection and analysis to support project routine quarterly reports to USDOL;
=Designing and managing beneficiary monitoring tools and database systems;
=Work with M&E specialist and external evaluation team to plan and manage baseline, and end of project surveys, including designing data collection tools, and ensuring data quality.

=Perform other duties as assigned by the Monitoring and Evaluation Specialist and submit timely reports adequately.

Qualifications, Skills and Experience:

=The applicant must hold a good bachelor’s degree in statistics, social sciences or related field. Master degree is an added advantage;
=At least three years’ professional experience in an M&E position responsible for implementing M&E activities.
=Significant experience designing and managing beneficiary monitoring and database systems;
=Prior experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans;
=Prior working experience developing and refining data collection tools;
=Fluency in English with strong written and oral communications skills.
