CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.
Background
Catholic Relief Services (CRS) is part of the Consortium led by CARE Denmark including, Gulu Agricultural Development Company (GADC), Dynamic Agro-Pastoral Development Organisation (DADO) and SORUDA which was awarded to implement a three-year Development Initiative for Northern Uganda (DINU) program. The DINU, a Government of Uganda Program with support from European Union is designed to increase food security, improve maternal and child nutrition and enhance household income in the Karamoja Sub-region, and Katakwi District. It will be executed in ten (11) districts of Abim, Kotido, Karenga, Kaabong, Moroto, Amudat, Nakapiripirit, Nabilatuk, Napak, Kitgum and Katakwi. CRS will specifically implement in the five (5) South Karamoja districts of Moroto, Amudat, Nakapiripirit, Nabilatuk and Napak.
Summary
CRS DINU Program seeks to recruit and train 52 volunteer field agents from within the communities of Nakapiripirit, Nabilatuk, Amudat, Moroto and Napak to support in the implementation of DINU program field/community level activities by working directly with the Field Assistant, local community structures and community members in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable.. The volunteers will work with farmer households to address gender barriers to women’s equitable access to and control over household financial resources using CARE’s “Household Dialogues for Financial Empowerment of Women” methodology. Through a series of dialogues facilitated by the volunteers, household members will learn to analyse and challenge gender roles and power dynamics - leading to a change in how household financial resources and productive assets are used. The volunteers will be trained and supported with training materials and guidelines tailored to meet the capacity gaps of the beneficiaries. .

Roles and responsibilities
• The volunteers will support the DINU Program in community mobilization for the project interventions.
• Ensure the formation, training and performance of Y/VSLAs.
• Will support in the mobilization and monitoring of farmer groups, Community Animal Health workers, VHT members, MCGs, Lead Mothers, and facilitate establishment of VSLA groups.
• Conduct support supervision and coaching on management and savings and credit transaction handling.
• Assess and support in identification of VSLA groups ready for linkages with banks for credit and other agro-processors, input and produce buyers.
• Promote gender mainstreaming within the farmer groups.
• Provide feedback from our project community structures in relation to the Project interventions.
• Compile data provided at the community level as per project requirements and contribute to the preparation of reports.
• Coordinate communication and facilitate information sharing among the beneficiaries at the community level to assist in strengthening the community interest,
• Support in translation, in case of trainings at the field level, that may be conducted by CRS or district technical staff that are not knowledgeable in the local language.

Implementation period, location and numbers per district.
The volunteers will support the project from date of hire to September 2022.
They should be residents of the sub counties and parishes of implementation as shown in the table at the bottom. Applicants should provide a letter from the LC1 confirming location of residence.
Estimated Budget.
Each volunteer field agent will receive a Monthly Stipend.
Reporting.
The Field Agent will report to Field Assistant who will offer technical guidance on a day to day basis.

Basic Qualifications.
• A certificate in the field of Agriculture livelihoods or Nutrition or a Uganda Certificate of Education with experience in implementing livelihoods.
• Minimum of 1-2 years of work experience in community-based development work, ideally in the field of Agriculture, Village Savings and loaning associations for an NGO or CBO.
• Ability to communicate to communities and local leaders.
• Experience in writing basic reports.

Required Languages
• Strong written and verbal communication/written skills in English
• Strong written and spoken communication skills in Pokot or Nga karimojong are a MUST

Report to: Project Manager
Location: Mayuge District
Purpose of the position:
This position will focus on the Mayuge Ntd Elimination Project and assist with budget development & controls as well as reporting to donors & external stakeholders where applicable. The position holder plays a key role in generation of donor financial reports per donor templates.

Key Outputs/Responsibilities.
• Prepare and review financial vouchers, and allocate costs to all cost centres relating to key financial transactions.
• Carry out daily payments of cash and cheques/Mobile money systems to the respective payees and make weekly and monthly reviews of the cash operations balances and make necessary observations to confirm they are within the budgeted and Donor requirements
• Prepare and update all necessary books of accounts and ledgers such as the petty cash book, income/receipt book, cheque registers and cash flow forecasts, Procurements and Assets Registers in line with WVU financial manual.
• Carry out routine field visits to ascertain value for money and items reaching correct beneficiaries as well as ensuring 100% submission of Labour Distribution Reports (LDRs) for employees that are assigned to the grant.
• Carry out Bank / Project Financial dealings which involve cash withdrawals, deposits, Statements and transfers to Community in accordance to WVU and the Donor requirements. Oversee the rollout of the project data collection process at the community and health facility level
• Prepare, implement and monitor a consolidated and Sub-cost Annual Project Budget, make monthly and quarterly budgetary analysis; prepare project, Monthly, Quarterly and Annual Financial reports in Accordance with WV Financial policies and guidelines and KOCA Grants requirements.
• Carry out the daily Administration of the project such as Management of Project stores and assets, reviewing the project drivers days’ programs, drafting Suppliers’ small contracts
• Prepare complete & accurate project financial reports and grant specific reports on a monthly basis and share with project management teams by the 18th of every month and compile grant projects funding & forecasts.
• Undertake any other duties as assigned by the Project Manager/coordinator

Qualifications: Education/Knowledge/Technical Skills and Experience.
• A University education with a major in Accounting and part qualification in A.C.C.A, CPA or CIMA or equivalent.
• A minimum of three years’ post qualification experience, preferably within World Vision or KOICA-funded grants.
• Extensive Computer knowledge in Microsoft Excel, Word, PowerPoint, SUN Accounting and Access is required.
• Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.
• Must be swift in handling business processes
• Must Communicate clearly and concisely both in writing and orally.
• Must have good interpersonal skills.
• Must be a team builder, who works successfully in a multicultural environment.
• A high level of integrity is required.
