Responsibilities:
Planning and Strategies;
• Design, develop and implement monitoring and evaluation strategies and guidelines in line with the mission, vision and strategic plan of SACU.
Program Planning and Design;
• Design and facilitate needs assessments, organisational capacity assessments, and other pre-programme data collection activities as needed.
• Develop and appraise monitoring and evaluation tools and systems that ensure appropriate information gathering, interpretation and usage.
• Appraise of monitoring and evaluation tools, reports, findings, etc. from other country programmes and recommend adoption of systems and practices that are deemed beneficial to the efficient and effective functioning of SACU.
Programme Quality, Monitoring and Evaluation;
• Develop and maintain a management information system (MIS) in collaboration with programmes staff and IT Officer.
• Conduct operational audits on SACU projects and track, analyse and report on quality and performance trends
• Develop performance and impact result reports for donors and other stakeholders
• Interpretation of Monitoring and Evaluation findings in line with programme goals, objectives, and activities
• Conduct monitoring and evaluation visits to ascertain that programme implementation meet set standards.
Capacity Building;
• Organise and facilitate training workshops for staff and extension workers and partners in general monitoring and evaluation skills as well as technical, sector-specific methodologies as and when required or called upon by the programmes department.
• Strengthen the internal capacity of staff and partners in M&E to facilitate the documentation of the performance
• Participate in Staff and extension worker induction and orientation exercises.
Fundraising;
• Provide support to the Programme Funding and Development and the Programmes Management and operations Departments in developing strategies for resource mobilisation and in the designing of appropriate monitoring and evaluation systems in proposal development process.
Networking;
• Participate in inter-agency surveys, workshops, and meetings as agreed with Executive Director
• Promote and maintain strong professional relationships with other Monitoring and Evaluation professionals in other SAC Offices and in other local and international organisations.
Reporting and Documentation;
• Provide reports on operational audits, baselines, mid-term reviews and other monitoring and evaluation visits carried out.
• Systematically document and disseminate good practices and models within the Send a Cow Uganda
• Provide a monthly progress report to the Executive Director
Qualifications;
• A minimum of a Bachelor’s degree in Social Sciences, SWSA, Development Studies, Statistics and other development related fields. A post graduate qualification project Planning and Management and M&E fields is required.
• Computer literate in Word, Excel, Access or other database. Internet use and emailing, PowerPoint, FrontPage
Person specification;
• The job holder must be a hard working, independent, focused and trustworthy individual that upholds a high sense of integrity and accountability and commitment to the vision, mission, values and aspirations of SACU.
Experience;
• A minimum of 3 years’ experience in a position that involves programme M&E within the NGO sector.
• Middle to senior level managerial experience of not less than 2 years
• At least 2 years’ experience in organizational capacity strengthening
• Evidence of interest and aptitude in Quality compliance implementation
• Experience in research and handling of field data,
• Experience in Report writing for donors
• Experience in participatory training and empowerment of others.
