Job Title: Assistant Procurement Officer

Responsibilities
•To coordinate the tendering , evaluation , placement and monitoring of a portfolio of corporate contacts including the University ‘s Capital Purchasing Program.
•To assist in the selection of appropriate suppliers and contractors , to promote good procurement practices with due regard to sustainability , ethical purchasing standards and whole life costing .
•To assist in negotiations of contract terms on a range of central contracts and to help monitoring performance against these contracts as will be directed .
•To actively promote the procurement function within the University including the development and improvement of training and skills of staff involved in the devolved in the devolved purchasing environment within the University .
•To supervise all university stores
Qualifications
•An Honors Bachelor’s Degree in Procurement and Logistics Management , or a Bachelor’s Degree in Business Administration with a Certificate in Procurement and Supplies or its equivalent plus a three years experience in a similar position.
•A Master’s degree will be an added advantage .

Responsibilities
•An end of project evaluation for the Community Empowerment Project implemented by Forum for Women in Democracy & Diakonia with funding support from the European Union under the Democratic Governance & Accountability Program (DGPA)
•A mid-term review of the Country program (2011-2014) implemented with support from the Embassy of Sweden in Uganda .
•A capacity enhancement process for partiner organizations in Disaster Risk Reduction and Management /building resilience .
•A process to enhance Advocacy cycle management in partiner programs .
Minimum qualifications
•Working knowledge of Human Rights and gender based programming
•Working knowledge in any of the thematic areas
•Working knowledge of participatory approaches to development
•Experience in working with and /or reviewing similar projects either as part of a team or individually
•Strong analytical and documentation skills
