Job Summary:

Duties and Responsibilities:

 Qualifications, Skills and Experience:
• The applicant should possess a degree or high level of education in a relevant field: Supply Chain,  Logistics, Procurement,  Administration
• A minimum of three or more years logistics experience with an International NGO or similar organisation
• Experience in international procurement and good knowledge of key commodities and suppliers
• Good understanding of various donors requirements

Job Details;
The Government of The Republic of Uganda has received a loan from the African Development Fund to finance the Higher Education Science and Technology (HEST) project in Uganda. The principal objective of this project is to contribute to building Uganda's human capital skills development capacity particularly in education, science and technology and to respond to labor market demands and spur productivity nationally. It will also enhance access to HEST through rehabilitation and expansion of Science, Technology and Innovation (STI) learning facilities totaling 80,000 square meters in the six universities (Makerere University, Kyambogo University, Mbarara University of Science and Technology, Gulu University, Busitema University and Muni University) and two degree awarding institutions (Uganda Management Institute and Makerere University Business School).
The total cost of the project is UA 74.44 million, and it will be implemented over a five year period.

The project has the following components:
•Improving and expanding HEST in six public universities and two degree awarding institutions,
•Building capacity in public HEST institutions
•Improving quality and relevance of HEST in public institutions and
•Project management and coordination.
Job Summary:
The Project Coordinator (PC), working collaboratively with a wide array of stake holders in the beneficiary institutions and the Executing Agency, is responsible for providing overall technical guidance and demonstrated leadership for the successful implementation of the Project. The PC will head the Project Coordination Unit (PCU) which will be staffed with various Technical Assistants specializing in different fields.
Key Duties and Responsibilities:
•Offer leadership, coordination and guidance on all matters pertaining to the smooth implementation of the Project in accordance with procedures and obligations specified in the project document.
•Preparing detailed project time fines, work plans and activity schedules, disbursement projections for both donor and counterpart requirements;
•Manage the procurement, disbursement, monitoring and evaluation reporting and other technical activities of the project in accordance with the Loan Agreement, the Project Appraisal Report and the Bank's rules and procedures;
•Ensuring timely preparation of the project quarterly and annual progress reports and financial statements and annual audits of the project.
•Periodically assess project risk, identify potential issues and recommend or develop solutions.
•Identification and resolution of implementation challenges with the guidance of the Ministry of Education and Sports and the AfDB.
•Organize periodic evaluation meetings with the relevant stakeholders regarding the progress of the activities, the challenges encountered and possible solutions.
•Manage all project assets, personnel and other resources;
•Ensure close supervision, leadership and motivation of Project Coordination Unit staff and timely accountability of funds disbursed to Project Component Heads; and
•Ensure timely auditing of project accounts in accordance with the Agreement.
•Any other task assigned by the Commissioner, Education Planning and Policy Analysis.
Qualifications, Skills and Experience:
•The applicant should hold an university degree in any of the following areas: Engineering, Architecture, Economics, Business Administration, Development Studies, Education Administration, Project Planning and Management or related discipline relevant to the HEST Project. A post graduate qualification in any of the above mentioned fields with emphasis in Project Planning and Management is also a requirement.
•Professional Certification in International Development Project Management will be an added advantage.
•The applicant should be a Ugandan national with a minimum of 10 years' working experience of which five years should be at a senior management level in a relevant public institution, private sector institution or in an international organization.
•Demonstrated skills in the management and coordination of internationally financed development programmes with at least five years working on donor/GoU funded projects
•Demonstrate ability to ensure AfDB & GoU procurement regulations and practices are considered in providing advice on project decisions
•Well versed with donor and GoU financial accounting procedures and systems
•Creative and pragmatic approach to problem-solving and an appreciation of the mandate of the Public Universities in Uganda
•Sound knowledge of the Higher Education sub-sector in Uganda
•Computer literacy particularly competency in the use of MS Office Computer Applications
•Good analytical, communication and interpersonal skills
