Background Information:
The UN Country Team (UNCT) in Uganda is supporting the Government of Uganda to address key development challenges based on the UN Development Assistance Framework and the Government of Uganda’s five year National Development Plan. In line with UN Reforms, the Resident Coordinator’s Office supports full coordination within the UNCT by promoting collaboration through joint programming including a Joint Programming on Gender Equality and Women’s Empowerment.
The UN Joint Programming on Gender Equality (UNJPGE) entails collaboration among 8 participating UN Agencies in the concept of Delivering as One, the Government of Uganda (GOU) and civil society with financial support from DFID. The JPGE is coordinated by UN Women. The JPGE includes provision of resources for strengthening capacity of the strategic institutions within government in gender mainstreaming activities.

Under the overall guidance of the Country Representative and under direct supervision of the coordinator of the joint Programme on Gender Equality and Women Empowerment, (GEWE).
The Communication and Advocacy Officer works with UN Women Joint Programme on Gender Equality, other Participating UN Agencies, Government, civil society and other implementing partners ensuring successful visibility of Joint Programme on gender equality.

Responsibilities
•Coordinates PRAAC program planning , budgeting , reporting and support to PRAAC country teams to improve the quality of project delivery and reporting
•Ensures relationships are built and maintained with the plan and partiner staff working on the PRAAC project in Kenya , Uganda and Zimbabwe, Plan Australia , AusAID and NGO AACES partiners
•Provide coordination and support to teams to improve the quality and consistency of PRAAC programming through appropriate implementation of the PRAAC M&E framework and tools , development of studies and documentation and supporting in-country technical capacity of PRAAC staff
•Promote PRAAC learning and reflection processes and use of monitoring data to inform program development and improvement , and the production of case studies , reports and other materials to influence programming by Plan, AACES partiners and other stakeholders .
Qualifications
•Professional preferably with a post-graduate degree in a relevant discipline and experience in monitoring and evaluation , particularly participatory and people -centrered approaches .
•Minimum of 5-years experience at senior level in NGO environment , preferably in developing countries .
•A proven track record of leading a team with associated reporting and liaison
