Senior Program Officer - HIV Counseling and Testing at Ministry of health in Kampala

Job purpose:To provide technical leadership and strategic direction in the development and implementation of HIV and AIDS counseling and testing (HCT) services
Key functions:
•    Coordinating the development and review of policies, plans, strategies, guidelines and standards in HCT and monitor their implementation
•    Providing guidance in strategic, business and operational planning and budgeting for HCT activities
•    Coordinate and provide technical support to a broad portfolio of implementing partners, districts and facilities providing HCT services
•    Promoting and enhancing collaborative linkages between local government, non-government organization and communities
•    Coordinating capacity building and development activities targeting district, facilities, and other health workers at various levels for improved services delivery
•    Preparing and submitting periodic performance reports to relevant authorities
•    Providing support to operation research initiatives for HCT
Qualifications:
•    Must possess a MBChB degree or equivalent from a recognized university
•    Must possess a masters degree or equivalent from a recognized university
•    Possession of a post graduate qualification in management, project planning and management or the equivalent would be an added advantage
Experience:
•    Must have at least 6 years relevant working experience managing HIV and AIDS programs at national or regional level
Competencies:    
•    Well versed with current national and global HCT policies and practices
•    Demonstrable knowledge and skills managing HIV and AIDS programs
•    Demonstrated leadership and supervision skills, team work, networking, excellent communication and writing skills
•    Familiarity with commonly used computer packages eg Microsoft word, excel, PowerPoint and internet
•    Demonstrated knowledge of strategic planning and understanding of the strategic direction of MoH and of PEPFAR programmes

Qualifications:
