Location: Kampala
Job Purpose
•    The job holder will support the MOH to identify alternative HIV/AIDS prevention strategies in Uganda based on evidence that is measurable, appraising investment decisions and their implications and identify gaps in the resource base, while identifying areas for efficiency within existing operations to achieve an AIDS-Free generation
Key Functions:
•    Planning, designing and managing the health economics component of the National Prevention Strategy, providing expert technical assistance on the health economics and costing priority issues, interventions that will improve the planning process by level in Uganda’s health system
•    Providing leadership in planning  for and managing economic evaluations, including unit cost, cost effectiveness, cost benefit, cost utility analyses that wil improve national unified approach to planning
•    Coordinating development of innovative monitoring  tools that will improve programming and ensure compliancy with the MOH national assets standards
•    Making contribution to the development of periodic reporting and submission to relevant authorities
Qualification:
•    Must possess an honors degrees in Economics
•    Must possess a Master’s degree in Economics, Policy and Planning or Quantitative Economics or Health Economics or an MPH with a bias in Health economics or equivalent from recognized University
•    Possession of a post graduate qualification in Management, project planning and Management would be an added advantage
•    Must have at least five years of mid to senior level relevant health economics experience, including either health economic programme evaluation or costing activities in Health
Competencies:
•    Excellent knowledge of health economic data management methodologies, analysis and use
•    Ability to develop health economic survey indicators and evaluation systems as well as reliable and valid instruments
•    Demonstrate knowledge in policy analysis, monitoring and evaluation in programming
•    Excellent computer skills
•    Strong communication skills
