About AHF:
AIDS Healthcare Foundation (AHF) is an international not for profit NGO, with its Headquarters based in Los Angeles California, and is the largest community-based provider of HIV treatment and care services in the United States of America. AHF registered in Uganda as AHF-Uganda Cares, is collaboration between the Ministry of Health and AIDS Healthcare Foundation (U.S.A) to provide free HIV/AIDS services; including antiretroviral therapy in resource constrained settings. AHF- Uganda Cares to-date operates in 15 districts including; Masaka, Kampala, Rakai, Mpigi, Lyantonde, Soroti ,Lwengo, Bukomansimbi, Kalungu, Amuria, Butambala, Gomba ,Serere, Hoima and Tororo and supporting 21 clinic sites country wide.

Job Summary: The HR Officer will primarily involve strengthening the Human Resource interventions to improve workforce planning, developing and advice on and implement policies relating to the effective use of personnel within AHF-Uganda Cares program. H/she is responsible for ensuring transparency, compliance and accountability at all levels of Human Resources. The AHF HR Officer will provide guidance on employment laws, working practices, recruitment and general conditions of employment.

Key Duties and Responsibilities: 

=Ensure achievement of HR administrative tasks, to support the country program activities as outlined in workplans.
=Offer technical direction and guidance to staff regarding policies, operational procedures and servicing of internal customers.
=Advise staff on HR operational services, with regards to labour legislation and disciplinary procedures.
=Maintaining staff filing systems and ensuring safe custody of official documents both electronic and hardcopy
=Monitor performance and quality of work by using the performance management system, aimed at ensuring that staff raises the bar in terms of ambitions and standards.
=Recommend changes in job profiles, entry requirement and other relevant aspects to ensure AHF -Uganda cares remains attractive place for talent to work
=Initiate the development of staff newsletter that will keep staff updated on all relevant events within the Uganda Cares program.

Qualifications, Skills and Experience: 

=The applicant should possess a good university degree and Post graduate diploma in Human Resource management from a Human Resource management in a busy organisation.
=The applicant should have a good understanding in a variety of field concepts, practices and procedures for HR.
=Excellent oral and written communication skills in English
=Strong organizational and time management skills
