About NARO:

The National Agricultural Research Organisation (NARO) is established by the National Agricultural Research Act 2005 as a body corporate responsible for the coordination and oversight of all aspects of agricultural research in Uganda. The Director General, NARO invites suitably qualified Ugandans to apply for the following positions at NARO Secretariat and Public Agricultural Research Institutes (PARls).

Key Duties and Responsibilities:

-Coordinating and preparing the institute procurement plans and budgets outlining key activities to be undertaken, the projected costs, funding sources as well as expected outputs.
-Developing and implementing a flexible and responsive procurement and supplies system for monitoring and tracking costs as well as maintaining to date inventory of goods and services
-Conferring with vendors and suppliers to obtain product or service information such as price availability and delivery schedule. Also estimate value of goods and services by soliciting for multiple quotations from reliable and competitive suppliers
-Developing detailed tender specifications and performance standards to facilitate procurement of capital equipment, goods and services in strict compliance with both government and donor procedures and regulations
-Coordinating meetings of the procurement committee to consider bids/tender applications against approved technical specifications and with due regard to make price , cost and quality speed of delivery as well as economy of operations
-Participating in meetings to negotiate procurement contracts with suppliers and vendors and following Up to ensure that all contractual obligations are fulfilled with budgetary limitations and in accordance with the performance agreement
-Preparing purchase orders, obtain authorized signatures and forwarding procurement documents to the Finance Department for cheque processing.
-Also following up with suppliers and vendors to monitor and verify the delivery of approved supplies
-Coordinating the cost effective disposal of obsolete machinery, equipment, furniture and other salvage goods in accordance with approved policies and procedures for the disposal of public property.
-Liaising with the Head Procurement and Disposal Unit at NARO Secretariat on centrally managed procurements.
-Performing any other duties assigned to you by the Director and the designated supervisor

Qualifications, Skills and Experience:
The prospective employees should possess good university degree in either Procurement and Logistics Management, Business Administration (Procurement and Supplies Management option) with at least three years working experience in procurement or a good degree in Commerce or Social Sciences with at least four years working experience in a reputable organisation.
Possession of at least Level V of professional qualification of a Chartered Institute of Purchasing and Supplies (CIPS) a must.

Age Limit: Below 40 years

• Participate with the Legal team in the drafting of contracts between NEMA and the consultants, suppliers/Contractors;
• In liaison with User Departments, ensure timely response of NEMA to the consultant’s & other contractor’s reports as well as approvals of the consultants assignments;
• Establish a procurement filing system in compliance with the PPDA Act & Regulations.

(i)To provide technical advice and guidance to the Sub-Contracts Committee and the User Units in the College.

(ii)To provide Secretariat services to the Sub Contracts Committee.

(iii)To receive procurement requisition forms (PP Form 20) for micro procurements(ie not exceeding Shs.2 million) from User units in the College, solicit at least three quotations for each requisition, analyze them and prepare LPOs in favor of the firms with the best evaluated prices.

(iv)To receive procurement requisitions (PP Form 20) for macro procurements (ie above 2 millions) from User units in the College and prepare solicitation documents for procurements within the prescribed thresholds for the delegated authority.

(v)To issue the solicitation documents to bidders.

(vi)To receive and open the bids after closing the bid submission.

(vii)To nominate Evaluation teams, seek approval from the Sub-Contracts Committee and take the lead in evaluating bids for macro procurements.

(viii)To prepare Evaluation Reports and present them to the Sub- Contracts Committee for approval.

(ix)To prepare and distribute the Agenda for the Sub- Contracts Committee meetings.

(x)To write minutes of the Sub- Contracts Committee meetings.

(xi)To prepare the Best evaluated bidder notices and the Contracts Committee decisions.

(xii)To prepare and issue the local purchase orders (LPOs) and/or contracts after approval of the Evaluation Reports by the Sub- Contracts Committee.

(xiii)To prepare periodic reports on the procurements and disposals to
the Main Contracts Committee through the Main PDU.

Minimum Academic Qualifications Required
(i) At least a Bachelors degree (Honours) in procurement/purchasing or a related field
Other Requirements
(i) Must have minimum of two years working experience in procurement.
(ii) Familiarity with the Public procurement and disposal procedures.
(iii) Must be Computer literate

Tenure of appointment: Permanent terms of service.
