Duties and Responsibilities:

  • Support to the development and dissemination of the Monitoring and Evaluation framework.
  • Support components in preparation of the annual and Quarterly programme work plans to ensure that all component plans are aligned with the approved four-year FINMAP III action plan and the PFM reform strategy (2014 – 2018) and within the available resources.
  • Actively participate in the periodic review of the programme’s performance indicators to ensure that they remain specific, measurable, assignable, and realistic and time bound.
  • Work closely with the Head PME, support the work planning and budgeting of process for the non- financial management system implementing agencies.
  • Support in the monitoring of implementation of all programme activities, through regular field visits and liaison with programme components.
  • Works in liaison with the Head PME, develop, update and track performance indicators for the designated components, ensuring that activity implementation is in line with specific reform objectives.
  • Support the preparation and dissemination of Quarterly, Semi-Annual and Annual Progress Reports.
  • Render support in the preparation of the various programme reviews and evaluations.

Key Performance Indicators:
  • Consolidated Annual Programme Work Plan.
  • An M & E plan matrix for the designated components.
  • Quarterly and Annual Progress Reports.
  • Quarterly Component and Programme Workplans and Budgets.
  • PTC and PEMCOM Minutes and Updated Action Log.

Qualifications, Skills and Experience: 

  • The applicant should hold an Honors Bachelor’s Degree in accounting, commerce, economics, business administration, statistics or related field with post graduate qualification training in monitoring and evaluation or project planning and evaluation. Possession of a post-graduate training and qualification in financial management, and monitoring & evaluation or project planning and management or related discipline is a must.
  • Four or more years’ experience in monitoring and evaluation of public sector programmes and/or projects, with a strong understanding of results-based management concepts.
  • Be familiar with the management and coordination of donor funded operations.
  • Computer literacy skills and the ability to effectively use personal computers and office information technology equipment, as well as Microsoft Office Applications.
  • Possess the ability to plan, organize, solve problems, implement, monitor and evaluate tasks and to deliver outputs to meet required deadlines; ability to relate well with various stakeholders.
  • Possess excellent communication and interpersonal skills.
  • Self-motivated and a demonstrable and unquestionable level of integrity.
  • Excellent drafting, report writing and communication skills.
