Monitoring, Evaluation & Learning Officers Vacancies at GOAL Uganda in Kampala

Job Title: Monitoring Evaluation & Learning Officers (2 Positions)

About GOAL:
The GOAL Uganda country project focuses on two of GOAL'S strategic sectors, namely: Health (including WASH and health accountability) and Livelihoods and mainstreams HIV, gender, child protection and the environment across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to the mission.

Job Summary: The Monitoring Evaluation & Learning Officers will mainly offer technical support in the implementation of the monitoring, evaluation and learning system that will provide information at district and programme level for the GOAL ACT Health programme. The M&E officer will be in charge of management of the change stories, review & general reporting, survey function &adherence to protocols at partner level.

Qualifications, Skills and Experience:

=The ideal candidates should possess Bachelor's Degrees (B.A) in social sciences or equalling professional experience.    
=Prior experience in supervising surveys in Uganda for at least one (1) programme
=Proven experience in quality oversight of data collection by a civil society organisation and/or data collection firm.
=A minimum of two years’ demonstrated experience in implementing mixed research methodologies (quantitative and qualitative)
=Past experience in doing quantitative analysis using analytical software (preferably SPSS)
=Excellent computer literacy skills - including demonstrated experience in managing quantitative and qualitative data using software (MS Excel, Epi Info, SPSS or equivalent).
=Excellent communication skills, including lluency in oral and written English.
=Language fluency i.e. knowledge of at least one language of the programme implementation areas (Eastern region: Iteso, Rwenzori region: Rutoro, Northern region: Luo).
=Possess the ability to travel to the field for up to 10 days at a time.
=Past experience using mobile data collection is desirable but not mandated
=Prior experience with Most Significant Change Story Collection will be advantageous
=Background and experience in delivering training to Civil Society Organisations
