Job Title: Head Legal Affairs

Duties and Responsibilities:

·         Manage the activities of the Legal Services divisions activities by providing advice on the day-to-day operations in respect of the Commission's regulatory role, in line with the existing legislation and general practices all aimed at ensuring efficiency and effectiveness of the legal processes
·         The incumbent will prepare and review contracts/agreements, licenses and other legal instruments relating to the Commission's mandate.
·         Ensure compliance with and enforcement of relevant laws, regulations, licenses and agreements in respect of licensed operators;
·         Keenly review licenses and in conjunction with the relevant Units, follow up on license implementation following the Commission procedures and enforce compliance of the Licensing conditions in line with the provisions of the Act and the Regulations;
·         Provide legal input on licensing to the Commission with particular emphasis on legal aspects of shareholder/partnership arrangements, performance bonds, company profiles, acquisition of interest in existing license holders and all other matters relating to licensing;
·         Represent the Commission in all litigation, court cases, mediation and arbitration matters;
·         Work closely with the Finance Department to ensure adequate supervision of the debt collection function;
·         Offer technical support in ensuring that there is adequate insurance coverage of the commission's assets and other risks as part of UCC's risk management strategy.
·         Actively participate in the legislative development process at national, regional and international levels and advise on policy and regulatory initiatives affecting the sector
·         Perform any other duties as assigned by the Commission Secretary/Director Legal Affairs


Qualifications, Skills and Experience:

·         The ideal candidate should hold a Master’s and Bachelor’s Degree in Law
·         Possession of a Post graduate Diploma in Legal Practice;
·         Be an enrolled advocated of the High Court
·         At least eight years’ experience in the legal practice, four (4 ) years in a managerial position
·         Legal skills
·         Stakeholder management skills
·         Arbitration skills
·         Abilities and skills in information management
·         Good communication skills;
·         High degree of integrity
·         Good negotiation skills
