Senior Economist Job Vacancy at Makerere University in Kampala

JOB TITLE: SENIOR ECONOMIST (1)

Job Roles: Facilitate Planning, Budgeting, Monitoring and Evaluation

Reports to: Director Planning

Salary Scale: M5

Tenure of Appointment: Permanent


DUTIES AND RESPONSIBILITIES:
(i) Provide technical assistance to Colleges and Non-Teaching Units in regard to development and review of strategic and operational plans
(ii) Collect, maintain, analyze, interpret and disseminate data and information pertaining to support functions of the University.
(iii) Analyze data on staff and students on academic programmes for determination of instructional workload.
(iv) Carry out staff and student forecast planning
(v) Develop and maintains a database of institutional performance indicators appropriate for decision making and planning in the different domains of the University’s core and support functions in liaison with the respective heads of support units
(vi) Collect, analyze , interpret and disseminate data and information on identified measures of institutional strategic performance in the domain of research and innovations , Knowledge Transfer Partnerships and Networking and Internationalization
(vii) Guide the University ‘s participation in the development of Budget Framework Paper/Ministerial policy Statement and Sector Performance Reporting for submission to the Ministry of Education and Sports
(viii) Provide expert consultation on all matters related to unit costs of academic programs including tuition and other fees
(ix) Undertake budgetary analysis to establish trends and patterns of funding, allocation and expenditure for the service of the University’s core and support functions as articulated in the University strategy
(x) Undertake research on cost reduction measures in relation to various programmes , services and policies of the University.
(xi) Participate in preparation of a cost benefit analysis statement for all the new programs and services and other innovations proposed by the University’s central administration, academic and non-teaching Units
(xii) Determine the financial implications of the University strategy and other initiatives
(xiii) Document and quantify funding by source including development partners
(xiv) Monitor and forecast student and staff trends and identify research and data needs to support the core functions of the university.
(xv) Carry out analysis of student attrition , repetition, completion and graduation rates on all undergraduate and graduate programs in the University
(xvi) Carry out institutional surveys in the University
(xvii) Prepare position papers and quarterly and yearly financial performance reports to inform university planning and decision making regarding budget, financing and cost reduction measures
(xviii) Supervision and Mentoring of junior staff
(xix) Participates in the preparation of the Fact Book
(xx) Participates in the preparation of the University Annual Report
(xxi) Performs any other duties assigned by the Director

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
•A Masters’ degree in Educational Policy, Planning and Management , Economics or Business Administration
•Minimum of 3 years working in a corporate planning department preferably in an institution of higher learning
•Demonstrated applied quantitative research, modeling, problem solving, critical and strategic thinking
•Excellent presentation and communication skills
•A team player with good interpersonal relations
