Planning and Strategies;

Job Summary:

The Monitoring & Evaluation Officer will monitor and evaluate the performance of the Youth Livelihood Programme.

Key Duties and Responsibilities:

-Design and update the monitoring and evaluation framework of the YLP.
-Provide and update details of information that will be collected at each phase of the programme cycle and how it is to be captured by the Management Information Systems (MIS).
-Develop in collaboration with the Information, Communication and Technology (ICT) Officers, the specifications for the MIS databases and support the development of the MIS for monitoring the effectiveness of the programme in generating community subprojects.
-Together with the ICT Officers design, develop and test the computer systems and databases to make the MIS operational.
-Supervise the collection of information for analyzing the Programme performance.
-Liaise with other institutions to monitor and evaluate aspects of poverty/unemployment among the youth at local government and community levels.
-Monitor the progress of ongoing projects to ensure adherence to set standards and specifications and agreed implementation time schedules;
-Develop short and long term monitoring and evaluation plans.
-Facilitating YLP and other partners to establish Monitoring & Evaluation (M&E) Systems.
-Support capacity building of Districts and other partners to enhance their skills in monitoring and evaluation.
-Support the development and harmonization of the YLP database.
-Study relevant reports, synthesize and harmonize them for purposes of tracking progress and follow up action.

Job Summary: The M&E Advisor position will be for the upcoming USAID-funded Integrated Family Health Program that aims to strengthen the Ugandan health system’s ability to provide access to high quality services to its citizens.  Core service areas include: HIV/AIDS, maternal and child health, and reproductive health. The M&E Advisor will be responsible for all in charge of monitoring, evaluation and reporting-related activities and requirements of the project.  This includes the development of the Project’s M&E framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collections systems (including developing and maintaining a project data base).  He/she will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making.

Key Duties and Responsibilities:

Develops Performance Monitoring Plan (PMP) and oversees its implementation and periodic revision.
Proactively seeks out data to assist staff in making informed decisions
Develops M&E instrumentation tools for the project as needed (including monitoring data collection forms for program and grantee staff)
Supports and supervises collection and analysis of data for project M&E in accordance with timeframes set in the PMP
Develops, implements, and monitors the sub-grant awards and performance monitoring plans and systems for gathering, reporting, and analyzing performance data for impact and sustainability of project implementation. Updates and implements M&E framework for integrated delivery of community healthcare.
Develops an evaluation plan for the program and maintains a program monitoring data base
Leads efforts, design tools and training sessions to develop an inquisitive learning culture within the project team and partners to feed innovations into organizational decision making.
Manages all M&E activities and reporting for the project.  Collects and reports on indicators required by USAID.  Measures progress toward achieving project goals.
Supports the documentation of best practices and facilitate the use of such data to drive program design and decision making. Produces information to share lessons learned and for advocacy purposes.
Provides technical assistance to build or strengthening partner and stakeholder capacity for data management and M&E.
Provides information and support in the development of the work plan, quarterly reports and annual reports
Supervises M&E, management information systems (MIS) and Knowledge Management/ Communications team members to ensure that all program results are included in the PMP and other program documents.
Other duties as assigned by the Chief of Party.

Qualifications, Skills and Experience:

The applicant Advanced (Masters-level) degree from a recognized institution in public health, statistics, or related field and minimum of 9 years of experience designing and implementing M&E systems for international donor-funded projects in Uganda.
Knowledge of USAID system of indicators, results, and reporting.
Ability to prioritize multiple tasks in a fast paced and complex environment. Flexible and proactive attitude towards problem-solving.
