Project Background:

Malaria Consortium is bidding on a large multi-million-pound, multi-country project focused on strengthening the surveillance,  control and  treatment of visceral  leishmaniasis (VL), a neglected tropical disease. Malaria Consortium will lead a consortium of national and international partners to implement this project in Ethiopia, South Sudan, Sudan and
Uganda.

Job Summary:

The Project Director will provide leadership,  strategic direction and representation for  this multi-country, high profile, high value project, ensuring strong and productive relationships with host country governments and  other  partners  to ensure  quality implementation at scale.   S/he will provide technical leadership in visceral leishmaniasis.

Key Duties and Responsibilities:

-Provide strategic direction to ensure project deliverables are of high quality and delivered on time.      
-Work closely with the Ministries of Health in Ethiopia, South Sudan, Sudan and Uganda to increase their ability to effectively manage VL programming.
-Liaise with other organisations working in the VL sector within the targeted countries as well as globally to ensure coherence of approach and sharing of lessons learned.
-Develop and implement programme management and M&E frameworks.
-Build and manage relationships with named implementation and STTA partners, ensuring each meets the terms of their contract on time.
-Serve as budget holder, ensuring that staffing and activity costs come in at or under budget.
-Work closely with the Finance Team to ensure correct an timely billing.
-Oversee provision of behavior change communication activities.
-Actively mitigate the project’s financial, reputational, technical and security risks.
-Line manage the technical, programme management and finance teams.
-Share project learning through publishing journal articles and/or presenting at conference and other forums.

Qualifications, Skills and Experience:

-The applicant should possess a Postgraduate and/or doctoral degree in international health or related discipline
-Significant international experience at senior management level working in public health,  preferably and NTDs, particularly VL
-Proven leadership skills and team leading
-Partnership and consortium management
-Significant experience in project and budget management
-Donor liaison and reporting skills
-Strong human resource management
-Experience and understanding of the context of targeted East African countries
-Excellent English language presentation, writing and reporting skills
-Clinical experience is desirable
-Technical knowledge and skills in control of malaria or NTDs, particularly VL
-Experience in monitoring and evaluation of large scale projects
-Experience working with Ministries of Health, preferably in Africa
-Good understanding of DfID Value for Money approach
-Strong negotiation skills
-Excellent personal and time management skills
-Partnership management and negotiation skills
